Duties

You will serve as an IT Specialist (DATA MGMT) in the Telephone Management Systems Division, N5 Policy, Plans, Projects Department at Naval Computer and Telecommunications Station (NAVCOMTELSTA). You will provide complex technical services in data management and financial cost reporting in direct support of operations in a multi-user telecommunication management information system. You will analyze and define data requirements and specifications, interpret technical data, develop implement and maintain databases. You will develop and administer databases used to store and retrieve data and develop standards for the handling of data. You will research job order number rejects, prior year costs, and develop corrected billing data to be included in the next billing cycle. You will identify anomalies and correct discrepancies in the customer account and billing databases, and provide cost adjustments. You will analyze and reconcile Telecommunications Management Systems and vendor billing to ensure accuracy between expense and revenue, and prepare justification for any variances.

  • This position is designated as a Cyber IT/Cybersecurity Workforce position. You must obtain and maintain the credentials as described in SECNAV M-5239.2 for specialty area 421 within 12 months of appointment.

Qualifications

Applicants must have directly applicable experience that demonstrates the possession of knowledge, skills, abilities, and competencies necessary for immediate success in the position. Qualifying experience may have been acquired in any public or private sector job, but will clearly demonstrate past experience in the application of the particular competencies or knowledge, skills and abilities necessary to successfully perform the duties of the position. Such experience is typically in or directly relates to the work of the position to be filled. You must have IT-related experience demonstrating each of the four competencies listed below: 1. Attention to Detail - Is thorough when performing work and conscientious about attending to detail. Examples of experience demonstrating this competency include: Reviewing processing schedules, system logs, terminal screen messages and written instructions to identify processing requirements. 2. Customer Service - Works with clients and customers (that is, any individuals who use or receive the services or products that your work unit produces, including the general public, individuals who work in the agency, other agencies, or organizations outside the Government) to assess their needs, provide information or assistance, resolve their problems, or satisfy their expectations; knows about available products and services; is committed to providing quality products and services. Experience demonstrating this competency include: Maintaining contact with customers to provide assistance with billing reports. 3. Oral Communication - Expresses information (for example, ideas or facts) to individuals or groups effectively, taking into account the audience and nature of the information (for example, technical, sensitive, controversial); makes clear and convincing oral presentations; listens to others, attends to nonverbal cues, and responds appropriately. Examples of experience demonstrating this competency include: Serving as expert advisor to supervisors and department directors. 4. Problem Solving - Identifies problems; determines accuracy and relevance of information; uses sound judgment to generate and evaluate alternatives, and to make recommendations. Examples of experience demonstrating this competency include: Resolving customer billing and user reported problems. In addition to my experience demonstrating the four competencies above, I have qualifying experience such as: -Experience providing training and assisting personnel on applications appropriate to their work. -Experience utilizing database management systems, query languages, table relationships, and views to design, develop, and maintain data management systems that meet current and future business requirements. -Experience verifying the accuracy of financial cost summaries and providing reports for data calls. -Experience writing scripts using Structured Query Language (SQL), MS Access and MS Excel to produce customized reports for customers. This position is within the Work Category TECHNICAL & ADMINISTRATIVE SUPPORT at Work Level SENIOR, Series and Grade GG-2210-11. Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., professional, philanthropic, religious, spiritual, community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment.

Education

SUBSTITUTION OF EDUCATION FOR EXPERIENCE Applicants may substitute the following education for the required experience, provided it demonstrates the knowledge, skills and abilities necessary to do the work of the position:

Completed a Ph.D. or equivalent doctoral degree from an accredited or pre-accredited institution in computer science, engineering, information science, information systems management, mathematics, operations research, statistics, or technology management; OR

Completed 3 full years of progressively higher graduate level education leading to a Ph.D. or equivalent doctoral degree from an accredited or pre-accredited institution in computer science, engineering, information science, information systems management, mathematics, operations research, statistics, or technology management; OR

Graduate education that provided a minimum of 24 semester hours in one or more of the fields identified above and required the development or adaptation of applications, systems or networks.
