You will serve as a Supervisory Financial Manager/ Deputy Comptroller in the Office of the Comptroller, Code08 of OFFICE OF NAVAL RESEARCH.

Duties

You will serve as the Deputy Comptroller assisting the Comptroller in all budgeting and financial management tasks. You will plan, present, authorize, and execute all phases of budgeting. You will develop, prepare, and run reports to analyze financial data. You will supervise personnel within the Office of the Comptroller. You will develop and operate financial accounting and allocation systems. You will perform financial management studies, analyses, and evaluations and will prepare responses to financial or policy issues. You will provide expert advice and guidance on financial programs, budgeting, and other financial matters. You will represent the organization in financial meetings, briefings, and working groups.

  • Within the Department of Defense (DoD), the appointment of retired military members within 180 days immediately following retirement date to a civilian position is subject to the provisions of 5 United States Code 3326.
  • Males born after 12-31-59 must be registered for Selective Service.
  • You will be required to obtain and maintain an interim and/or final security clearance prior to entrance on duty. Failure to obtain and maintain the required level of clearance may result in the withdrawal of a job offer or removal.
  • Successful completion of a pre-employment drug test (including marijuana) is required. A tentative offer of employment will be rescinded if you fail to report to the drug test appointment or fail the test. You will be subject to random testing.
  • This is a Financial Management Level XXXX certified position per the National Defense Authorization Act (NDAA) 2012, Section 1599d. You must achieve this level within prescribed timelines. Certification requirements are in DoD Instruction 1300.26.
  • This position may require travel from normal duty station to CONUS and OCONUS and may include remote or isolated sites. You must be able to travel on military and commercial aircraft for extended periods of time.
  • You will be required to complete ethics orientation within three months of appointment and submit a Confidential Financial Disclosure Report, OGE-450, within 30 days of appointment.
  • Supervisors in the executive branch have a heightened personal responsibility for advancing government ethics. You will be required to review the 14 General Principles of Ethical Conduct at 5 CFR 2635.101.

Qualifications

Your resume must demonstrate at least one year of specialized experience equivalent to the next lower grade level (GS-13) or pay band (NO-04) in the federal service or equivalent experience in the private or public sector performing most or all of the following duties which demonstrates knowledge and skill in managing administrative work of a fiscal, financial management, accounting, or budgetary nature: 1) Utilizing knowledge of budgeting, accounting, and financial reporting to perform financial management studies, analyses, and evaluations; 2) Planning, developing, monitoring, and analyzing all budget phases to provide long range goals for an organization; 3) Developing, applying and adjusting financial plans, policies, and reports to advise on financial matters and financial strategy; and 4) Representing an organization at financial management meetings, identifying and recommending solutions, and preparing responses or resolutions to financial issues.
