Duties

If selected for this position, you will join a well-respected team as a Paralegal Specialist responsible for providing a wide range of legal support services to Assistant U.S. Attorneys (AUSAs) for the United States Attorney's Office (USAO) for the Northern District of New York (NDNY) involved in criminal and civil prosecutions associated with financial litigation. Assignments relate to the collection of claims by various agencies against debtors arising from criminal and civil actions. Typical work assignments will include: Preparing a variety of substantive legal documents to include various motions, foreclosures, garnishments, and other legal actions to effect necessary post-judgment action regarding debts owed to the U.S. government. Conducting interviews of debtors, employers, and agency officials to determine the effectiveness of pursuing legal action against debtors in default. Reviewing and summarizing the financial situation of a debtor and making a recommendation on the most appropriate legal action. Processing debt collection claims referred from client agencies. Assignments embrace the full scope of collection activities from the initial review of claims for compliance with the Federal Claims Collection Standards, to making independent determinations as to the cost-effectiveness of pursuing the obligation by way of suit or proceedings subsequent to the entry of judgement to enforce collection. Monitoring the progress of pending cases and initiating action to ensure that legal pleadings, forms, reports, correspondence, and other documents are prepared and submitted within established deadlines. Performing a variety of ancillary support relating to financial litigation actions, such as developing/implementing procedures, participating in special/recurring projects, and reviewing databases and automated tracking systems. Responsibilities will increase and assignments will become more complex as your training and experience progress.

Requirements

  • You must be a U.S. Citizen or National.
  • Initial appointment is conditioned upon a satisfactory pre-employment adjudication. This includes fingerprint, credit and tax checks, and drug testing. Continued employment is subject to a favorable adjudication of a background investigation.
  • You must be registered for Selective Service, if applicable.
  • If selected, you may be required to complete a one year probationary period.
  • You must meet all qualification requirements upon the closing date of this announcement.

Qualifications

To be qualified at the GS-09 level, you must meet at least ONE of the following conditions, as defined below: Specialized Experience; Education; OR a Combination of Specialized Experience and Education. Specialized Experience: One (1) full year of specialized experience equivalent to at least work at the GS-07 level in Federal service, which has equipped you with the competencies to successfully perform the duties of the position. Specialized experience is defined as experience performing paralegal or legal work, which demonstrates a basic knowledge of legal research and the ability to interpret legal decisions. Examples of specialized experience may include the following: examining and processing a variety of legal documents; conducting research, analysis, and evaluation of data in response to complex or sensitive requests; drafting briefs, pleadings, litigation recommendations, or other legal documents and correspondence; using a variety of electronic or manual filing systems to acquire and store information; documenting findings and preparing recommendations; searching and reviewing legal references, case files, and other sources for information and data required by attorneys or court personnel. OR Education: One of the following types of education in a related field (e.g., Criminal Justice; Law): a Master's or equivalent graduate degree (such as an LL.B. or J.D.); OR two (2) full years of progressively higher-level graduate education leading to such a degree. Education at the graduate level must be in an accredited college or university and must demonstrate the knowledge, skills, and abilities necessary to perform the duties of the position. OR Combination of Specialized Experience and Education: A combination of specialized experience and successfully completed graduate education as described above may be used to meet total qualification requirements. In order to qualify based on a combination, graduate education must be in excess of one full year. Interagency Career Transition Assistance Plan (ICTAP): The ICTAP provides eligible displaced Federal competitive service employees with selection priority over other candidates for competitive service vacancies.
