You will serve as a in the Legal Office, U.S. Naval Hospital Guam of US NMRTC GUAM.
Duties
You will assist the Command Legal Officer in coordination, management, and control all legal affairs related to the Naval Hospital Guam, branch clinics, and staff.
You will analyze and evaluate cases arising under various laws and regulations (e.g., Federal Tort Claims Act (FTCA), Health Insurance Portability and Accountability Act (HIPPA), Privacy Act (PA), Freedom of Information Act (FOIA).
You will examine and evaluate requests for release of information and medical records under FOIA, federal regulations regarding litigation, and military justice discovery regulations.
You will handle service of process and subpoenas at Naval Hospital Guam in accordance with instructions and regulations.
You will receive and review changes in FOIA, PA, regulations, instructions, administrative hearings instructions, and manuals.
You will assist the Legal Officer in initiating litigation reports.

- This position may require travel to places within and outside the contiguous United States which could include remote or isolated sites. You may be required to travel on military and commercial aircraft for extended periods of time.
- If eligible for permanent change of station, the appointee will be required to sign a transportation agreement to establish a Government time in service requirement of 12 months.
- Must be able to obtain and maintain a U.S. Passport.
- May be required to obtain a VISA dependent on the overseas country's laws/regulations.
- You will be required to sign the Statement of Understanding for Overseas Employment acknowledging receipt and understanding of the statement of living and working conditions for this location.
- Within the Department of Defense (DoD), the appointment of retired military members within 180 days immediately following retirement date to a civilian position is subject to the provisions of 5 United States Code 3326.

Qualifications
Your resume must demonstrate at least one year of specialized experience at or equivalent to the GS-7 grade level or pay band in the Federal service or equivalent experience in the private or public sector. Specialized experience must demonstrate most or all of the following: 1) Analyzing and applying statutory and regulatory requirements to facts as set forth in claims, investigations, and/or military justice proceedings; 2) Researching applicable legal statutes, principles, and rulings (e.g., the Manual for Courts-Martial, the Judge Advocate General Manual [JAGMAN], Navy and DOD regulations pertaining to military justice) to analyze presented cases; 3) Evaluating requests for release of information to ensure compliance with established laws and regulations (e.g., Freedom of Information Act [FOIA], Privacy Act [PA], Federal Tort Claims Act [FTCA], Health Insurance Portability and Accountability Act [HIPAA]); 4) Preparing forms and legal documents, and drafting routine correspondence and briefs for review by higher authorities; and 5) Completing administrative tasks to ensure effective operation of the legal office.

Education
In lieu of specialized experience, you may qualify with the following education or combination of both education and experience:
- successfully completed a master's or equivalent graduate degree;
- successfully completed two full years of progressively higher level graduate education leading to a master's degree;
- obtained an LL.B. or J.D. that is related to the position being filled; or
- a combination of experience and graduate education as described above that equates to one year of experience.
