As an Equal Opportunity Specialist in the Civil Rights Division's National Office or located in one of the seven FNS regional offices, or in a remote position, participates fully with the Civil Rights Division, and other key officials in formulating and determining long range and current policies and programs, particularly as they affect or relate to Civil Rights.
Duties
Conducts civil rights compliance activities conducting compliance reviews as assigned. Coordinates and conducts Civil Rights reviews of primary recipients and local agencies who administer FNS programs.
Conducts and appropriately documents compliance activities and reviews in order to ensure compliance with Federal rules.
Prepares a variety of written documents that affect the substantive rights of complainants or compliance of , state agencies and other recipients of Federal financial assistance to applicable legal standards.
Prepares compliance review reports, resolution agreements, letters of finding, corrective action plans, and decision letters which convey the administrative judgment of the Agency to affected parties.
Represents FNS or the Civil Rights Director to external and internal stakeholders in administrative compliance activities such as compliance reviews, as well as in trainings, conferences, and other activities.
Identifies appropriate legal standards and applicable rules and analyzes evidence to determine whether a violation occurred. Identifies barriers and obstacles to program participation.
Works with regional program staff during the review, approval or disapproval of applications for FNS funding for adherence to Civil Rights requirements.
Coordinates the handling of all Civil Rights complaints received in the regional office with the CRD Complaints Branch Intake staff.
Requirements

Qualifications
Applicants must meet all qualifications and eligibility requirements by the closing date of the announcement including time-in-grade restrictions, specialized experience and/or education, as defined below.
Time in grade:
Under competitive merit promotion procedures, any individual who is currently holding, or who has held within the previous 52 weeks, a General Schedule position under non-temporary appointment in the competitive or excepted service, must meet "time-in-grade" requirements (have served 52 weeks at the next lower grade of the grade for which you are applying). You must include an SF-50 (you may need to submit more than one) that supports meeting this requirement with your application package.
To qualify for the GS-13: Applicants must possess one year of specialized experience equivalent to the GS-12 in the Federal and or Public Service. Specialized experience is defined as:
Performing reviews or monitoring field operations to determine compliance or required corrective action;
Preparing and presenting reports of findings and recommendations for corrective action;
Investigating Civil Rights complaints; and
Conducting Civil Rights training
Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
