The Fayetteville, NC Coastal VA Health Care System has an opening for two (2) Physical Therapy Assistants to work within the Physical Medicine & Rehabilitation Service.

Duties

PTAs at this level apply advanced practice skills to treat complex patients. PTAs possess an advanced level of clinical competence and serve as a SME in specialty practice areas. They serve as a subject matter expert in a rehabilitation program such as, but not limited to, geriatrics, amputee, brain injury, cardiac rehabilitation, orthopedics, neurological, safe patient handing, or any other functional debilitative conditions. They possess advanced practice skills and experience with a wide range of patient complexity. They apply advanced methodologies to a vast array of functional impairments and patients. They independently recommend and apply evidence-based treatment approaches within the plan of care. Functions of Scope of Assigned Duties: The PTA serves as an active member of the multidisciplinary treatment team for assigned patients. Monitors individual patient's medical condition through chart review, interviews of patient/family and physical signs and symptoms. Implements a comprehensive treatment plan and routinely charts progress towards goals. Measures and records patient's joint range of motion, muscle strength and length/girth of body parts. Monitors vital signs to determine the effects of specific treatments and to compile data for therapist review. Observes patients during treatments and compiles data on their response to treatments. Reports patient responses to treatment and changes in the patient's condition both orally and in writing to the appropriate physical therapist. Administers physical therapist's plan of care to patients under the direction of a physical therapist. Works with a high degree of independence implementing the plan of care. Treatment procedures are varied with many being specialized and complex in nature. Treatment provided by the PTA includes but is not limited to gait training, peripheral joint mobilization, therapeutic exercise, massage, all electrical modalities, traction, TENS, and patient/family education. Instructs and assists patients in learning and improving functional activities such as pre ambulation, transfers and daily living skills. In collaboration with physical therapist, uses sound judgment, displays a high level of quality performance, depth of understanding and the ability to adapt treatment procedures to the individual patient's needs. Recognizes significant adverse reactions to treatment and makes necessary changes as required under the guidance of the physical therapist. Modifies treatment approaches within the scope of the established treatment plan to reflect the patient's need for services. Patients often have complex medical problems, some with psychiatric overlay that require close monitoring. Services a variety of (in & out-patients) in need of physical therapy. Patients may be critically ill, requiring that incumbent pay close attention and monitors vital signs for incremental changes in the patient's condition. Assumes responsibility for the proper order of the treatment area, such as sanitation, safe use of mechanical equipment and its proper working order. Inventories supplies of the PT clinic and submits supply orders to purchasing agent, as required. Maintains clinical competence through giving and receiving continuing education at the service and medical center level. Assist patients in scheduling for treatment, according to patient's plan of care. Coordinates schedules with other members of the treatment team. Occasionally assists with fitting orthotic/prosthetic items if fitter is not available. ALL OTHER DUTIES ASSIGNED. Qualifications

Basic Requirements: United States Citizenship: Non-citizens may only be appointed when it is not possible to recruit qualified citizens in accordance with VA Policy. Education. Individuals must meet at least one of the requirements below: (1) [ ] Associate degree from an accredited community college, junior college, college or university in a physical therapy assistant education program accredited by the Commission on Accreditation in Physical Therapy Education; OR (2) [Graduate of foreign physical therapy assistant degree programs that meet the educational requirement and have successfully passed the National Physical Therapy Exam (NPTE) for PTAs. OR (3) Graduate of military physical therapy assistant programs that meet the educational requirement and have successfully passed the NPTE for PTAs.] Licensure. Current, full, active and unrestricted license as a PTA in a State, Territory or Commonwealth (i.e. Puerto Rico) of the United States, or District of Columbia. (1) Exceptions for Non-Licensed Physical Therapy Assistant. (a) Non-licensed applicants who otherwise meet the minimum qualification requirements, but who do not possess state licensure, may be appointed, pending licensure, as a graduate PTA on a full-time temporary appointment under the authority of 38 U.S.C. § 7401(a)(1)(B) and not to exceed two years in accordance with the timeframe in 38 U.S.C. § 7405(c)(2)(B). (b) Non-licensed individuals shall only provide care under the direct supervision of a licensed PTA or PT who meets all state regulatory requirements. (c) Non-licensed individuals may only be appointed at the entry level and may not be promoted/converted until licensure is obtained. (d) Temporary appointments of non-licensed PTAs may not be extended beyond two years or converted to a new temporary appointment. Physical Requirements. See VA Directive and Handbook 5019, Employee Occupational Health Service for requirements. English Language Proficiency. [PTA candidates must be proficient in spoken and written English in accordance with 38 U.S.C. § 7403(f).] May qualify based on being covered by the Grandfathering Provision as described in the VA Qualification Standard for this occupation (only applicable to current VHA employees who are in this occupation and meet the criteria). Grade Determinations: In addition to the basic requirements outlined in paragraph 3, the following criteria must be met when determining the grade of candidates. Physical Therapy Assistant, GS-9 Experience. One year of experience equivalent to the next lower grade. In addition, the candidate must demonstrate one of the following: (a) A minimum of 2000 hours of clinical practice directly in the specialty area, and completion of 60 contact hours of selected continuing education coursework. This time must be within the past five years; or (b) Advanced Practice Proficiency (APP) in the specialty area recognized by the American Physical Therapy Association (APTA); or (c) An additional academic degree related to the health care mission. Demonstrated Knowledge, Skills, and Abilities. In addition to the basic requirements, the candidate must demonstrate the following KSAs: (a) Ability to mentor other staff in advanced clinical guidelines and best practices. (b) Ability to serve as a subject matter expert (SME) for healthcare providers in specialty practice areas regarding physical therapy care. (c) Ability to present] advanced knowledge in the therapeutic interventions and clinical practice guidelines with the healthcare team. (d) Ability to interpret and apply clinical practice guidelines. References: VA Handbook 5005/139 PART II APPENDIX G23 Physical Requirements: Work is performed in a hospital setting, normal risks associated with that. Work includes regular and recurring physical exertion in standing, bending, kneeling, reaching, gripping, and walking. Moderate to heavy lifting is required to assist patients and to operate equipment. Sitting is required in meetings and for conducting administrative work. Work may require physical stamina, normal use of arms and legs, and good visual and auditory acuity.
