The position is located in VISN 23 Fiscal Offices and supports the Health Care System Chief Financial Officer (CFO) as well as the VISN 23 Deputy CFO. Incumbent acts as a Health Care System budget analyst by assisting the HCS CFO with all aspects of budget formulation, distribution and execution
management.
Duties
Duties for this position include but are not limited to:
Work of this position requires a complete understanding of all phases of the Veterans Heath Administration (VHA) budget formulation, presentation, execution, and reporting.
Formulates the annual operating budget. The incumbent meets with executive management, service line managers, and/or other key managers regarding the current financial status of the facility and related programs.
Monitors the execution of the budget for one-year and multi-year appropriations. This includes but is not limited to the support of medical care, medical support and compliance, medical facilities including construction projects, research, general post fund, compensated work therapy, collections and other special purpose programs that are funded nationally.
Responsible for Strategic Planning for the VISN wide Budget Analysts. Forecasts and estimates program requirements and ensures program goals, objectives, and operations are realistic.
Develops and prepares internal instructions, operating policies, procedures, guidelines, etc. concerning assigned programs and recommends required policy changes and procedural adjustments to ensure proper and adequate accomplishment of major budgeting program goals and objectives.
Provides advice to operating managers and supervisors on Budget Analysis improvement tools (derived from general systems theory, the theory of constraints, queuing theory, Lean thinking, Six Sigma, etc.)
Preparation of budget estimates and justifications; interpreting OMB directives and circulars, agency, and VISN policies and regulations; editing budget submissions for reasonableness, accuracy, and conformance with procedures and guidelines; negotiating budget funding amounts, timing, and other changes with facility program managers; monitoring the overall budget; and recommending reprogramming of funds as required.
Reviews cost records and furnishes historical cost data to program officials. Establishes criteria for subsequent use in comparing budget estimates. Consolidates estimates submitted by program officials and reviews for validity and compliance with current regulations and directives.
Work Schedule: Monday - Friday 8:00am - 4:30pm

Qualifications

Time-In-Grade Requirement: Applicants who are current Federal employees and have held a GS grade any time in the past 52 weeks must also meet time-in-grade requirements by the closing date of this announcement. For a GS-12 position you must have served 52 weeks at the GS-11. The grade may have been in any occupation, but must have been held in the Federal service. An SF-50 that shows your time-in-grade eligibility must be submitted with your application materials. If the most recent SF-50 has an effective date within the past year, it may not clearly demonstrate you possess one-year time-in-grade, as required by the announcement. In this instance, you must provide an additional SF-50 that clearly demonstrates one-year time-in-grade.
You may qualify based on your experience and/or education as described below:
Specialized Experience: You must have one year of specialized experience equivalent to at least the next lower grade GS-11 in the normal line of progression for the occupation in the organization. Examples of specialized experience would typically include, but are not limited to: Advising managers on the preparation of detailed budget estimates and budget execution plans; Providing financial data, financial management advice or recommendations to management; Creating database tables and queries to extract out individual station data from the consolidated database; Administering a reporting system which provides local management with adequate financial data to make long- and short-term decisions; Develop recommendations for budgetary adjustments to support unanticipated changes in program operations and/or funding.

Physical Requirements: The work is primarily sedentary in nature. Work is performed in a typical office setting.
