This position is located in the Office of the Assistant Secretary for Administration and Management (OASAM), Business Operations Center (BOC), Office of Support Services (OSS), Branch of Administrative Services. This Branch provides service contract oversight; personnel and financial management; passport and visa services, mail management, and printing services for BOC offices and program areas as well as numerous separate DOL Agencies.
This position is outside the bargaining unit.
Duties
For 0343-14:
Advises BOC managers and employees on performance management, awards, leave, pay issues and other benefits including WebTA, HRConnect, Flexible Work Schedules (FWS), etc.
Establishes policy and procedures, long-range plans, and execution strategies.
Analyzes assigned programs, establishes goals and measures, and has fiscal and contract oversight under a wide-reaching umbrella of total support for the BOC services.
Tracks, analyzes, and advises leaders on resource execution for a complex variety of funding sources for high-visibility DOL programs.
Develops strategies for the resolution of systemic and individual problems; identifies deficiencies in existing resources and
programs, and justifies, defends, and negotiates changes.
Inspects, accepts, and rejects services and/or deliverables per the terms of the contract.
Plans, organizes, and directs the activities of an administrative support services branch, ensuring that assigned projects and programs are compliant.
Responsible for a variety of highly complex assignments, encompassing key administrative functional areas.
Oversees and plans implementation and administration of major, department-wide administrative and management initiatives and programs and requires that the incumbent apply a wide range of qualitative and quantitative methods to assess program effectiveness.
Supports OASAM's Diversity, Equity, Inclusion, and Accessibility Initiatives by promoting diversity, equity, inclusion, and accessibility and fostering a workforce that reflects the diversity of the American people.
Coordinates, communicates, and ensures cooperation among the contractor, CO, and associated Government personnel, to anticipate and resolve difficulties, and ensure satisfactory completion of the contract.
Performs other duties as assigned.
Requirements
- Must be at least 16 years old.
- Must be a U.S. Citizen.
- Candidate required to obtain the necessary security/investigation level.
- Requires a supervisory probationary period if the requirement has not been met.

Qualifications
You must meet the "Specialized Experience" to qualify for Support Services Supervisor, as described below.
For GS-14: Applicants must have 52 weeks of specialized experience equivalent to at least the next lower grade level, GS-13 in the Federal Service.
Specialized Experience is the experience that equipped the applicant with the particular knowledge, skills, and abilities (KSA's) to perform the duties of the position successfully, and that is typically in or related to the position to be filled. To be creditable, specialized experience must have been equivalent to at least the next lower grade level.
Qualifying specialized experience for GS-14 includes: Experience in developing and implementing administrative management policies and strategies in human resources management, budget, contracts, information technology, and strategic plans; Experience providing contract oversight under a wide-reaching umbrella; Experience planning and administering a comprehensive procurement and contract management program.
