This National Guard position is for a SUPPLY TECHNICIAN, Position Description Number D0895000 and is part of the Montana Army National Guard, G8-CIF. (A copy of the Position Description can be obtained from HRO upon request.)

Duties
This position is located in the Material Management Branch, Supply and Service Division, USP&FO. The incumbent will function as the technical expert in various supply areas such as rations, ammunition, petroleum/oils/lubricants (POL), medical, and other general categories of materials management. The purpose of this position is to manage supply related activities including support of inventory control, storage, distribution, cataloging, supply identification systems, property utilization & other related supply activities using standard Army Management Information Systems (STAMIS).
Serves as manager for assigned materials. Maintains accounting and reporting systems for federal property & performs routine phases of material accountability. Receives, validates and distributes materials using STAMIS daily, weekly & monthly cycle outputs. Receives suspense documents from supervisor & manages workflow of assigned materials. Processes manager-controlled item exception requests. Manages and reviews Authorized Stockage List (ASL) & requirements to ensure proper type & amount of supplies are available to support requirements. Coordinates supply requirements with item managers at the National Inventory Control Point (NICP), General Services Administration (GSA), Defense Logistics Agencies (DLA), and Defense Reutilization Marketing Service (DRMS) as applicable. Prepares reports & budget estimates. Recommends changes to procedures and assists supervisor in validating written instructions. Collects and interprets data for materials managed in preparation of internal review & analysis. Maintains a retail supply system catalog. Performs system administration duties as directed by management.
Reviews justification & approves issues for emergency requests. Processes requests for issues that are not automatically processed using STAMIS interactive process. Reviews and applies standards to manager referred transactions. Coordinates with CONUS supply sources on materials needed to alleviate short supply delays. Validates due-in transactions & researches items delayed in shipment. Processes Reports of Discrepancies (ROD) for items overdue for shipment. Applies appropriate controls on selective items and maintains records indicating necessity for control. Responsible for the integrated management of ASL stock, contingency stock and reparable stock management. This includes managing, reviewing & updating ASL, considering such factors as demand experience, anticipated consumption, turnover rates, known future requirements, changes in troop strength and/or end item density, total package fielding, special projects & funds availability. Computes levels of reparable managed items and coordinates repair parts support requirements with maintenance activities. Researches suitable substitutable items to meet emergency requirements. Issues government credit card transaction authority within limits established by management. Performs research to determine cause of problems.
Manages and reviews supply transactions based on dollar limitations, status of Obligation Authority (OA), status of consumer funds & verifies with requisitioning activity. Coordinates with budget personnel to determine authorizations for commitment and expenditure of funds. Compares and makes analytical review of demands, issues, & obligations. Notes trends causing out of tolerance positions and makes evaluations of these conditions. Compares & makes reviews of inventory on-hand, requisitioning objective, contingency stocks, and takes appropriate actions or makes recommendations based on evaluation of these conditions. Manages excess property/equipment and determines appropriate disposition for turn-ins to the supply system. Coordinates redistribution of excess items and wholesale activities. Reviews requests to ensure items being ordered are the kind, quantity and available in the timeframe required to support the mission.
Manages the DOD Activity Address File (DODAAF) including additions, changes and deletions. Initiates and reviews input/output reports ensuring adequate and accurate management information is provided. Has thorough knowledge of supply regulations, requirements, operations, procedures and transactional processes. Problems are researched and corrected when possible. Problems noted to supervisor are such that specific technical skills are required to provide solutions.
Maintains contacts with customers for critical shortages. Reviews requisitions, supporting documents and reference materials to determine priority, changes in requirements, and expedite delivery of items through use of correspondence and telephone.
Drafts correspondence pertaining to transactions or stock numbers for assigned materials. Maintains record of all finalized correspondence, monitors suspenses established by the supervisor, and advises when assigned suspenses have not been met. Develops and maintains customized files for working and historical purposes.

- This is an excepted service position that requires membership in the employing state's National Guard, required prior to the effective date of placement.

Qualifications
Military Grades: E1-E7
GENERAL EXPERIENCE: Must possess experience, education, or training in a variety of operations or situations concerned with substance or content of supply actions, requiring ability to decide course of action to take, considering the circumstances or conditions encountered. Experience using computer and automation systems.
SPECIALIZED EXPERIENCE: Must possess at least 12 months experience, education, or training which demonstrates a thorough knowledge of governing supply regulations, policies, procedures, and instructions applicable to the specific assignment. Experience conducting extensive searches for required information; reconstructing records for complex supply transactions; and/or provide supply operations support for activities involving specialized or unique supplies, equipment, or parts. Experience performing routine aspects of supply work based on practical knowledge of standard procedures, where assignments include individual case problems related to a limited segment in one of the major areas of supply management.

TEMPORARY PROMOTION/REASSIGNMENT/CHANGE TO LOWER GRADE - For Title 32 permanent selectees only: This is an obligated position. If a permanent employee in the Title 32 Excepted civil service accepts this position, he/she will retain their permanent status AND have rights to return to their previous Title 32 position.
TEMPORARY PROMOTION/REASSIGNMENT/CHANGE TO LOWER GRADE - For Title 32 Indefinite selectees only: This is an obligated position. If an indefinite employee (tenure 3) in the Title 32 Excepted civil service accepts this position, he/she will retain their indefinite status AND may return to their previous Title 32 indefinite position if it is still available.
INDEFINITE APPOINTMENT - For Current Title 5 selectees only: This is an obligated position. If an on-board employee in the Title 5 excepted civil service accepts this position, he/she will convert to a T32 indefinite appointment (tenure 3). This employee will have no reemployment rights to their previous T5 position.
