This position is in the Chief of Staff office at the Bedford VA Healthcare System (VAHCS). The incumbent shares administrative and evaluative work with the Designated Education Officer to assist a full spectrum of trainees and associated employees, upper-level VA Bedford HCS management, affiliate schools, and affiliate hospitals to provide Student trainees, Associated Health trainee positions, and Resident trainees with the programs at the facility. This position is full-time (40 hrs/week).

Duties

Major duties include, but are not limited to: Research and Analysis Work: Research and/or analyzes problems, issues or program requirements, data submitted by clinical and non-clinical services for reports compiled for the office of Academic Affiliations including the Record Control Schedule and other resident and trainee reports. Determines pertinent issues and collects relevant information from a variety of sources with different reporting requirements and formats. Coordinates collation and tracing of input from services, working with other services toward completed reports, preparation and support as required to assure the accuracy and reporting by the deadlines. Works closely with all services to ensure appropriate actions are taken in regard to Student trainees, Associated Health trainee positions, and Resident trainees. Training, Surveys & Accreditation: Makes planned systematic studies to determine the immediate and long-range training needs of the program. Reviews and analyzes training and residential education efforts to determine the effectiveness of the program. Provides management with periodic reports on the status of training and analysis of the effectiveness and capacity of the training program to achieve objectives and policies. Provides detailed guidance concerning survey procedures and training sources for completing survey responses. Training Program Administration: Knowledge of management and organizational principles and practices as well as management processes to prepare, review, and monitor the travel budget related to educational activities for this program. Assists in the preparation of, review of, and monitoring of the training budget provided by the Office of Academic Affiliation (OAA). Reviews and monitors expenditures and obligations within the training budget including fund control points (FCPs) for clinical and nonclinical tuition support, which are overseen by the Health System Specialist within the Chief of Staff Office. Gathers information, identifying and analyzing issues, and developing recommendations to resolve substantive problems of effectiveness and efficiency of work operations in a program or program support setting. Training Program Development and Evaluation: Provides information concerning available training and makes all arrangements for the training to occur. Serves as the intranet calendar package approving administrator for the scheduling of training rooms for continuing medical education and similar meetings and activities for facility employees, as well as satellite and audio teleconferences as requested. Provides guidance to operating programs in establishing their internal training programs, developing or obtaining training aids, and selecting pertinent government and non-government training resources. Reviews, analyzes and evaluates training courses and programs to assess their quality and effectiveness. Promotion Potential: The full-performance level of this position is GS-09. To qualify for this position, applicants must meet all requirements by the closing date of this announcement, 11/02/2023. Time-In-Grade Requirement: Applicants who are current Federal employees and have held a GS grade any time in the past 52 weeks must also meet time-in-grade requirements by the closing date of this announcement. For a GS-09 position you must have served 52 weeks at the GS-07. The grade may have been in any occupation, but must have been held in the Federal service. An SF-50 that shows your time-in-grade eligibility must be submitted with your application materials. If the most recent SF-50 has an effective date within the past year, it may not clearly demonstrate you possess one-year time-in-grade, as required by the announcement. In this instance, you must provide an additional SF-50 that clearly demonstrates one-year time-in-grade. Note: Time-In-Grade requirements also apply to former Federal employees applying for reinstatement as well as current employees applying for Veterans Employment Opportunities Act of 1998 (VEOA) appointment. OPM Qualification Standards for the Individual Occupation Requirement for series 1712 is be utilized for this recruitment, along with the group standard for Administrative and Management. You may qualify based on your experience and/or education as described below: Specialized Experience: You must have one year of specialized experience equivalent to at least the next lower grade GS-07 in the normal line of progression for the occupation in the organization. Examples of specialized experience would typically include, but are not limited to: teaching or instructing in an adult education program, secondary school, college, military installation, or industrial establishment in the appropriate field(s); supervising or administering a training program; development or review of training/course materials, aids, devices, etc., and evaluation of training results; work in the occupation or subject-matter field of the position to be filled that required training or instructing others on a regular basis. . OR, Education: Applicants may substitute education for the required experience. To qualify based on education for this grade level you must have a master's or equivalent graduate degree - Major study in education or a subject area related to the position or 2 full years of progressively higher level graduate education leading to such a degree or LL.B. or J.D., if related;. OR, Combination: Applicants may also combine education and experience to qualify at this level. First determining the applicant's total qualifying experience as a percentage of the experience required for the grade level; then determining the applicant's education as a percentage of the education required for the grade level; and then adding the two percentages. The total percentages must equal at least 100 percent to qualify an applicant for that grade level. Only graduate education in excess of the amount required for the next lower grade level may be used to qualify applicants for positions at grades GS-9 and GS-11. (When crediting education that requires specific course work, prorate the number of hours of related courses required as a proportion of the total education to be used.) Part-time experience will be credited on the basis of time actually spent in appropriate activities. Physical Requirements: No special physical demands such as above average ability, dexterity, or strength are required to perform the work. Work is sedentary and the employee may sit comfortable. The position requires frequent travel to all divisions and CBOCS in the VAMEHS by government vehicle to conduct interviews, meetings, and educational activities. There may be some walking, standing, bending, and carrying of light items.
