The National Counterproliferation and Biosecurity Center (NCBC) leads the Intelligence Community and the interagency to counter and halt the proliferation of weapons of mass destruction, their delivery systems, related technologies, and expertise. The NCBC also serves as the lead for the integration, mission management, and coordination of intelligence activities pertaining to biosecurity and foreign biological threats
Duties
Contribute to the planning and evaluation of the IC's progress towards mission and enterprise strategic objectives and determine how well the IC is postured for future environments.
Support the development and implementation of innovative approaches, and provide structured recommendations focused on the advancement of IC collaboration and analysis against the proliferation of nuclear warfare, or WMD delivery systems.
Maintain productive working relationships with peers and senior leaders across the IC.
Maintain productive working relationships with ODNI and the CP community to assist in the development, review, update, and implementation plans and policies to advance IC nuclear warfare, or WMD delivery systems analysis and collection.
Maintain situational awareness of global and emerging WMD state and non-state actors and provide leaders awareness of current intelligence issues as it relates to CP.
Develop campaigns for countries under the umbrella of the unified intelligence strategy for CP.
Participate in National Security Council meetings as necessary and provide read-outs to NCBC leadership.
Prepare talking points to support leadership engagements for key meetings.
Support NSC taskings related to WMD and counterproliferation.
Participate in developing reports and monitoring implementation of WMD-CT issues.
Requirements
- Must be a U.S. Citizen residing in the United States
- Appointment is subject to a suitability or fitness determination, as determined by a completed background investigation.
- Must be able to obtain and maintain a Top Secret security clearance based on an SBI with eligibility for sensitive compartmented information (SCI)
- Male applicants born after December 31, 1959, must complete a Pre-Employment Certification Statement for Selective Service Registration.
- A two-year trial period is required for all new permanent appointments to the ODNI.
Qualifications
Mandatory Requirements:
Thorough knowledge of strategy development and planning and ability to identify emerging trends and strategic issues.
Knowledge to evaluate strategic trends, strategy and implementation plans, results, and programmatic data, to propose innovative solutions and implement change.
Knowledge of the IC's structure, roles and responsibilities, and intelligence capabilities.
Ability to communicate clearly both orally and in written communication, and demonstrated ability to filter and synthesize data, and produce clear, logical, and concise products.
Interpersonal, organizational, and management skills to conceptualize and effectively facilitate complex projects with limited supervision within NCBC and across the CP community.
Ability to exercise independent judgement on time-sensitive issues and work collaboratively across the IC.
Qualifications

Degree: Bachelor's degree in a field related to engineering, intelligence, physics, political science, program planning and evaluation, national security, nuclear warfare, or weapons of mass destruction delivery systems; Master's or equivalent graduate degree or 2 full years of progressively higher-level graduate education leading to such a degree or LL.B. or J.D. in field related to engineering, intelligence, physics, political science, program planning and evaluation, national security, nuclear warfare, or weapons of mass destruction delivery systems or
Combination of education and experience: At least 7 years of experience in nuclear warfare, strategic planning and implementation, and weapons of mass destruction delivery systems, college-level education, and training that provided professional nuclear warfare, strategic planning and implementation, and weapons of mass destruction delivery systems knowledge.
