This position serves as the Deputy Clinical Director for Uintah and Ouray Service Unit, located in Fort Duchesne, Utah. The Deputy Clinical Director supports the Clinical Director and functions as a member of the Service Unit executive management team, exercises managerial responsibilities for the planning, development, organization, integration, and administration and evaluation of clinical services and serves as a direct care physician. This position reports the Clinical Director.
Duties
Evaluate and oversee people and programs, delegation of authority, recognize and adapt to changing priorities and possess knowledge of the interrelationships and inter-dependencies among various medical and administrative services and programs.
Participate in the formulation of policies, programs, and procedures related to the delivery of clinical services.
Maintains systems for monitoring quality assessment, AAAHC accreditation, fiscal management, GPRA performance, Medicare, and IHS standards.
Analyzes operational data, informs staff of key objectives, and provides qualified advice as a basis for program decisions.
Exercises full managerial and supervisory responsibility and accountability for the function and administration of clinical services at the U&O clinic.
Qualifications

BASIC REQUIREMENT(S):
Degree: Doctor of Medicine or Doctor of Osteopathic Medicine from a school in the United States or Canada. This degree must have been accredited by the Council on Medical Education of the American Medical Association; Association of American Medical College; Liaison Committee on Medical Education; Commission on Osteopathic College Accreditation of the American Osteopathic Association or an accrediting body recognized by the U.S. Department of Education at the time the degree was obtained.
Degree from Foreign Medical School: A Doctor of Medicine or equivalent degree from a foreign medical school that provided education and medical knowledge substantially equivalent to accredited schools in the United States. Evidence of equivalency to accredited schools in the United States is demonstrated by permanent certification by the Educational Commission for Foreign Medical Graduates (ECFMG), a fifth pathway certificate for Americans who completed premedical education in the United States and graduate education in a foreign country or successful completion of the U.S. Medical Licensing Examination.
Licensure: Applicant must possess a current, active, unrestricted license or registration as a Physician from a State, the District of Columbia, the Commonwealth of Puerto Rico, or a territory of the United States.
Graduate Training: Subsequent to obtaining a Doctor of Medicine or Doctor of Osteopathic Medicine degree, a candidate must have had at least 1 year of supervised experience providing direct service in a clinical setting, i.e., 1 year internship or the first year of a residency program in hospital or an institution accredited to such training. Graduate training programs include those internship, residency and fellowship programs that are approved by accrediting bodies recognized within the United States or Canada.
An internship program involves broadly based clinical practice in which physicians acquire experience in treating a variety of medical problems under supervision (e.g., internal medicine, surgery, general practice, obstetrics-gynecology and pediatrics). Such programs are in hospitals or other institutions accredited for internship training by a recognized body of the accreditation Council for Graduate Medical Education (ACGME).
Residency Training involves training in a specialized field of medicine in a hospital or an institution accredited for training in the specialty by a recognized body of the American Medical Association (AMA) or Accreditation Council for Graduate Medical Education (ACGME).
A fellowship program involves advanced training (beyond residency training) in a given medical specialty in either a clinical or research setting in a hospital or an institution accredited in the United States for such training.
In addition, to the Basic Requirements, you must also meet the Minimum Qualifications stated below.
MINIMUM QUALIFICATION, GS-0602-14:
4 years of graduate training in the specialty of the position to be filled or equivalent experience and training.
OR
Equivalent Experience:
Specialized experience in administrative, clinical management or supervisory experience in the health care field preferred. Work must have involved a close working relationship with departmental managers and/or coordination of administrative, clinical, and allied health services providing knowledge of the following: Missions, organizations, programs, and requirements of health care delivery systems; Regulations and standards of various regulatory and credentialing groups; and Government-wide, agency, and facility systems and requirements in various administrative areas such as budget, personnel, and procurement.
SELECTIVE FACTOR
Board Certification:
In addition to the minimum requirements, the following certification is determined to be essential to perform the duties and responsibilities of a particular position. Applicants who do not meet a selective placement factor are ineligible for further consideration. (Must submit a copy with your application)
Currently possess the required Board Certification in a physician's specialty by the American Board of Medical Specialties (ABMS) or the American Osteopathic Association (AOA) and have submitted documents with my application to support this eligibility. If they are not maintained during employment, the employee may be subject to adverse actions, up to and including removal from the Federal service.
Time In Grade
Federal employees in the competitive service are also subject to the Time-In-Grade Requirements: Merit Promotion (status) candidates must have completed one year of service at the next lower grade level. Time-In-Grade provisions do not apply under the Excepted Service Examining Plan (ESEP).
