THIS IS A NATIONAL GUARD TITLE 5 EXCEPTED SERVICE POSITION WITH NO MILITARY REQUIREMENT. This National Guard position is for a BUDGET TECHNICIAN, Position Description Number PDT5601000 and is part of the Mississippi National Guard.

Duties

As a BUDGET TECHNICIAN, GS-0561-7, you will perform technical support for budget analysis and budget administration. MAJOR DUTIES: 1. Develops and recommends procedures, objectives and processes pertaining to preparation and execution of the organizational budget. Ensures timely submission of budget estimates by staff officials. Reviews and consolidates budget estimates, taking into account issues, problems and conflicts within the budget program. Persuades officials to revise estimates that do not conform to established guidelines or requirements. Maintains an accurate record of incoming and outgoing funds. Provides ongoing analysis and evaluation of budget status to ensure priorities and mission objectives are achieved. Projects program needs, taking into account funding variations and knowledge of organizational requirements. Identifies funding shortages and takes action to ensure priority projects are not eliminated. Recommends transfer or allotment of funds to cover increases in obligations within established limits. 2. Prepares and updates status reports. Reviews, edits and ensures accuracy of reports prior to release to management officials. Ensures management officials and budget committee is provided current program status. Provides information and guidance on procedures, forms and documentation to support budget estimates. Informs officials of current guidelines for preparation of estimates. Ensures budget reports are submitted promptly and that fund usage meets statutory and regulatory requirements. 3. Maintains contact with staff personnel within other divisions and other military installations for coordination on budgetary matters. Works with program managers at NGB to confirm fund transfers and budget allotments. 4. Performs other duties as assigned.

Qualifications

GENERAL EXPERIENCE: Must possess knowledge, skills, abilities, and behaviors that include military and civilian experiences, completed education, learned skills, obtained knowledge, endorsed abilities, and training program accomplishments along with the following six basic qualification competency factors. Skilled in collecting and analyzing data effectively, efficiently, and accurately; Ability to clearly enunciate English without impediment of speech that would interfere or prohibit effective communication; Ability to write English in reports and presentation formats; Ability to communicate clearly and effectively; Skilled in supporting formal training presentations and briefings; and, Skilled in applying procedures and directives by reading and interpreting program material. SPECIALIZED EXPERIENCE: Must have at least 12 months of finance budget program training and competencies (skills, knowledge, abilities, and behaviors) that provided knowledge of financial principles and procedures. Candidate must understand the principles and concepts of the National Guard financial budget business program requirements. As a condition of continued employment in the GS-0561-07 position, the employee must complete Level One Financial Management Certification within 24 months of appointment to the position.

Education

Must have a high school diploma or general education development (GED) diploma. An undergraduate degree and/or a post graduate degree from an accredited college/university in finance; -or- in a combination of the following required disciplines: Accounting, business, finance, economics, industrial management, marketing, quantitative methods, or organizational management is optimum.
