This position is a Health System Administrator located at the White Earth Health Center (WEHC) with duty station located at the Naytahwaush Health Center. This position reports to the Chief Executive Officer (CEO) or Designee. Reduced Area of Consideration: Per IHS Merit Promotion Plan 7-2.4 C, Management has determined that there is likely to be an adequate number of qualified applicants in the local commuting area. Non-Indian preference candidates outside this area will not be considered.

Duties

Responsible for the planning, development, organization, integration, administration and evaluation of a comprehensive health care delivery system. Develop, establish and direct the implementation and execution of overall policies and procedures for the administration and operations of the organization. Ensure compliance with Area Office, IHS Headquarters and accreditation guidelines. Provide program direction to the key administrative and professional staff members. Communicate regularly with organizational departments and programs and Tribal Officials.

Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; social). You will receive credit for all qualifying experience, including volunteer and part time experience. You must clearly identify the duties and responsibilities in each position held and the total number of hours per week. BASIC REQUIREMENT(S): Individual Occupational Requirements Undergraduate and Graduate Education: Major study -- hospital administration, public health administration, or related fields such as business or public administration with course work in health care administration. or Experience Specialized Experience (for positions above GS-5): Progressively responsible analytical or administrative, or clinical management or supervisory experience in the health care field. This work may have been performed in an operating health care facility or a higher organizational echelon with advisory or directional authority over such facilities. Work must have involved a close working relationship with facility managers and analysis and/or coordination of administrative, clinical, or other service activities, and provided knowledge of the following: Missions, organizations, programs, and requirements of health care delivery systems; Regulations and standards of various regulatory and credentialing groups; and Government-wide, agency, and facility systems and requirements in various administrative areas such as budget, personnel, and procurement. Applicants must also possess: Management ability to delegate authority, evaluate and oversee people and programs, recognize and adapt to changing priorities; and Knowledge of the interrelationships and interdependencies among various medical and administrative services and programs. In addition to the Basic Requirements, you must also meet the Minimum Qualifications stated below. MINIMUM QUALIFICATIONS: Your resume must demonstrate at least one (1) year of specialized experience equivalent to at least the next lower grade level in the Federal service obtained in either the private or public sector performing the following type of work and/or tasks: GS-13: Your resume must demonstrate at least 1 (one) year of Specialized Experience equivalent to the GS-12 grade level. Specialized Experience Defined: GS-13: Working as a health care team member who was responsible for managing activities within a health care delivery system that included planning, implementing, and evaluating short and long range goals; establishing and maintaining systems to meet internal and external quality standards; preparing and presenting budgets and operational plans; being accountable for appropriate obligation of funds; and ensuring compliance to accreditation entities such as Accreditation Association for Ambulatory Health Care (AAAHC). Specialized Experience: Experience that equipped the applicant with the particular knowledge, skills, and abilities to perform successfully the duties of the position, and that is typically in or related to the work of the position to be filled. To be creditable, specialized experience must have been equivalent to at least the next lower grade level in the normal line of progression for the occupation in the organization. Applicants who have the 1 year of appropriate specialized experience, as indicated in the table, are not required by this standard to have general experience, education above the high school level, or any additional specialized experience to meet the minimum qualification requirements.
