About the Position: This position is a DOD Cyber Excepted Service (CES) personnel system position in the Excepted Service under 10 USC 1599f. Employees occupying CES positions are in the Excepted Service and must adhere to U.S. Code, Title 10, as well as Department of Defense Instruction 1400.25.

Duties

Responsible for providing professional and scientific expertise in performance of work requiring strong analytical skills and the ability to combine data from different sources. Responsible for identifying unprecedented issues and unknown conditions; formulating and exploring new theories and phenomena; developing, testing, experimenting, defining and advising on new technologies, methods, approaches, and guides. Identifies, designs, and implements internal process improvements: automating manual processes, optimizing data delivery, re-designing infrastructure for greater scalability, etc. Evaluates the application of computer programs to determine the desired selection, statistical computations, analyses, and acceptable output formatting based on network constraints, research results and statistical techniques. Performs root cause analysis on internal and external data and processes to answer specific business questions and identify opportunities for improvement. Works with RCC-P leadership to plan and conduct data engineering projects and/or studies to evaluate, design, and tabulate statistical sampling plans and analytical procedures and processes. Serves as the principal investigator for data engineering requiring a high degree of technical competence in order to gauge the extent to which the parameters of the state-of-the-art can be pushed. Develops and presents briefings to senior RCC-P leadership on complex and controversial data engineering issues that have wide impact across Operations and possibly beyond.

Requirements

  • Appointment may be subject to a suitability or fitness determination, as determined by a completed background investigation.
  • Three year trial/probationary period may be required.
  • Must achieve and maintain DoD Directive 8570.01-M IAT Level Ill, or DoD Directive 8140 Data Analyst (422) Advanced, certification within six months or less of entrance on duty.
  • Employee required to obtain and maintain a security access level Top Secret/Sensitive Compartmented Information (SCI).
  • Temporary Duty (TDY) travel is required approximately 10-15% of the time requiring the employee to travel away from the normal duty station.

Specialized experience would be demonstrated by: Specialized Experience: One year of specialized experience which includes Extensive knowledge and detailed understanding of data production and consumption, and the integration of data schemas and field mappings to establish shared understanding and scalability of big data platforms. Specialized experience working with Universal Security Information and Event Management (USIEM) technologies such as Confluent and Elastic, as well as utilizing Apache Kafka and ksqlDB, and writing persistent queries and parsers within it. Ability to exercise interpersonal tact by working with active-duty service members, DoD Civilians, and contractors to execute tasks traversing branch and theater boundaries with the ability to effect change and innovation within the Regional Cyber Center -Pacific (RCC-P), across to adjacent RCCs, and up through the Cyber Protection Brigades (CPBs), NETCOM, and ARCYBER. Maintain keen insight to take the initiative within the confines of the prescribed task to conduct extensive research to find creative solutions to complex problems in the presence of limited industry support and administrative obstacles introduced by the DoD secure infrastructure. This definition of specialized experience is typical of work performed at the next lower grade/level position in the federal service (GS-12).
