This National Guard position is for a PROGRAM ANALYST (TITLE 32), Position Description Number NGD2227000 and is part of the TN 118th WING, National Guard.
This vacancy is covered by Association of Civilian Technicians (ACT), Chapter 116 (Music City Chapter).
Duties
As a PROGRAM ANALYST, GS-0343-10 (TITLE 32) you will, Plan, organize, and manage the day-to-day activities of the civil engineer unit with regards to the PRIME BEEF and mobility programs for critical essential mission requirements. Manage the PRIME BEEF and Mobility programs for the CE unit. Procures, stores, and maintains mobility equipment and home station training equipment as required by specific Equipment and Supply Listing (ESL), and Allowance Source Codes (ASC). Perform work for the planning and management of the administrative budget and related financial documents. Establishes and develops training programs and classes for PRIME BEEF, OJT and wartime task training. Develop unit mobility and deployment plans to meet worldwide contingencies. Maintain contact with NG ANG/A7XX, A3, A1 and S-Team to ensure currency and accuracy concerning management of CE wartime operations and PRIME BEEF Program requirements. Preform other duties as assigned.

- This is an excepted service position that requires membership in a compatible military assignment in the employing state's National Guard, required prior to the effective date of placement.

- Position is covered by the Domestic Violence Misdemeanor Amendment (30 Sep 96) of the Gun Control Act (Lautenberg Amendment) of 1968. An individual convicted of a qualifying crime of domestic violence may not perform the duties of this position.
- This position may be designated mission essential based on local conditions.
- Mission essential personnel report for duty at normal times when the unit is closed or delayed reporting and remain on-duty during phased or early release.
- May occasionally be directed to work other than normal duty hours.
- May require travel in military and/or commercial aircraft to perform temporary duty assignments.
- The work may require the incumbent to drive a motor vehicle; if so, an appropriate valid driver’s license is mandatory.
- May be required to wear special protective clothing such as coats, boots, vests, gas masks, and/or helmets and may be exposed to high levels of noise such as aircraft engines.
- Applicant must complete a Baseline Pre-Placement Screening for General Schedule positions within 30 days of appointment.
- Acceptance of a Federal position may terminate Tricare Reserve Select eligibility.
- For positions requiring a security clearance (Secret or Top Secret) the applicant must possess or be able to obtain a clearance within one year of appointment.
Qualifications
Military Grades: E-6 through E-8
GENERAL EXPERIENCE: Must have experience in analyzing problems to identify significant factors, gather pertinent data, and recognize solutions; planning and organizing work; and communicating effectively orally and in writing.
SPECIALIZED EXPERIENCE: Must have 24 months or 1 year at the next lower-level experience with a strong general knowledge of civil engineering and fire protection methods and procedures. Requires a good general knowledge of CE Prime BEEF management and mobility programs, SORTS, Fire Protection, HAZMAT, Logistics, and associated programs. Knowledge of analytical and evaluative methods and procedures, and skill in evaluating related operations. Skill in oral and written communications to prepare and present briefings, coordinates planning efforts, and manages program activities; knowledge in Rapid Runway Repair (RRR), Bomb Damage Repair (BDR), and force bed down for wartime operations. Knowledge of clerical and administrative methods and procedures; experience planning and organizes appropriate CE programs, defines projected scope, and coordinates with staff and management on project requirements; developing own projects and timetables under general guidance. Work is reviewed for adequacy, effectiveness, and soundness of judgment; experience with planning, coordinating, training, and evaluating subordinate units and resolving substantive wing and squadron level Prime BEEF management issues. Work has significant impact on the overall capability of the wing and squadron to meet its assigned wartime taskings; experience in assessing the productivity, effectiveness, and efficiency of Prime BEEF management activities and to resolve substantive issues. Experience in planning, coordinating, or advising on work efforts or to resolve operating problems by influencing or motivating individuals or groups who are working toward mutual goals and who have basically corporate attitudes.
