Duties
This position serves as a Supervisory Legal Administrative Specialist responsible for providing management, technical and analytical work to the Litigation Support staff in the Criminal Division of the United States Attorney's Office for the Western District of North Carolina. Typical work assignments include:
Plans work to be accomplished by subordinates, sets goals and priorities, and prepares schedules for completion of work.
Assigns work to subordinates based on difficulty of assignments and staff capabilities.
Evaluates work performance of subordinates.
Provides technical advice and assistance to resolve problems referred by staff.
Recommends promotions, awards, and disciplinary actions.
Interviews candidates for positions in unit and makes tentative selections subject to approval by the United States Attorney.
Participates in the selection of new employees to be under his/her supervision.
Hears and resolves complaints and grievances from employees, referring to the supervisor only those of a district-wide or precedent setting nature.
Effects minor disciplinary measures as required. Identifies development and training needs of staff.
Identifies ways to improve production and increase the quality of the work of the unit and implements same.
Ensures that assigned staff follow governing administrative policies and procedures, laws, rules, and regulations.
Performs a variety of litigation support tasks necessary to process complex and/or voluminous electronically stored information.
Provides advice, customer support services, and project management services in connection with electronic discovery and evidence, litigation support projects, and litigation technology software applications.
Performs a wide range of information system analysis, development, and installation in support of District litigation support activities for assigned cases.
Evaluates current office systems on the legal support side of the office and proposes new or alternative procedures to improve the effectiveness of work methods.
Performs a variety of administrative work to meet the operational needs of the assigned areas.
Research and coordinates information needed by attorney supervisors, division chiefs, the Administrative Officer, and/or top management for reporting purposes and develops special reports as required.
Responsibilities will increase and assignments will become more complex as your training and experience progress.
Requirements
- You must be a U.S. Citizen or National.
- Initial appointment is conditioned upon a satisfactory pre-employment adjudication. This includes fingerprint, credit and tax checks, and drug testing. Continued employment is subject to a favorable adjudication of a background investigation.
- You must be registered for Selective Service, if applicable.
- If selected, you may be required to complete a one year probationary period.
- If selected, you will be subject to the satisfactory completion of a one year supervisory or managerial probationary period unless this requirement has been met previously.
- Time-in-Grade: Federal employees must meet time-in-grade requirements within 30 days after the closing date of this announcement.
- You must meet all qualification requirements within 30 days after the closing date of this announcement and before placement in the position.
Qualifications
GS-12: Applicants must possess one year of specialized experience equivalent to the GS-11 grade level in Federal Service.
Specialized Experience: One full year of specialized experience equivalent to the GS-11 level in Federal service. Specialized experience is defined as being able to perform the following: Overall supervision, coordination, and assignment of criminal/ legal/ litigation support staff to criminal casework; and ensuring adequate coverage during pre-trial, trial, and post-trial stages. Developing policies and procedures for adherence by attorneys and support staff fulfilling mission requirements and coordinating district efforts in litigation support. Providing technical advice and assistance to subordinate staff on complex issues and/or unusual situations. Advising what type of ESI (Electronically Stored Information) to request and how to capture and preserve metadata from discovery provided by opposing parties. Providing organization and analysis of cases and documents utilizing a variety of software packages including database, spreadsheet, and word processing applications. Using these automated case management tools, organizing, summarizing and presenting data in narrative, tabular and graphic form for use in the courtroom such as photo boards, maps and charts and other demonstrative exhibits required for litigation. Preparing and maintaining a variety of trial-related documents, e.g., discovery letters, exhibit lists, jury instructions, trial subpoenas, by applying a thorough knowledge of the Federal Rules of Evidence and Federal Rules of Criminal Procedure and application of practical litigative experience. Providing advice to attorney and other legal support staff on the most effective and efficient ways to prepare, present and maintain a variety of administrative legal documents, e.g., discovery letters, exhibit lists, jury instructions, and subpoenas.
