This position is located in the Department of Homeland Security (DHS), Office of the Chief Human Capital Officer (OCHCO), Human Capital Policy and Programs (HCPP).
The primary purpose of this position is to serve as a senior policy analyst and key advisor to the HCPP Director, Chief Human Capital Officer (CHCO), and DHS Components on a variety of human capital issues related to HCPP's program and policy responsibilities.
Non-BU: This is a non-bargaining unit position.
Duties
As an HR Specialist (Compensation), GS-0201-14, your typical work assignments may include:
Providing expert advice, assistance, program development, management, and evaluation in all areas of Title 5 and non-Title 5 compensation management, to include a variety of pay systems including the general schedule, wage and pay-for-performance systems, executive compensation and other related compensation program functions.
Reviewing proposed compensation legislation, policy, and regulations, identifying impact on organization and components, developing organizational position and providing written responses, comments and implementing regulations and policies.
Researching and analyzing specific issues and questions involving the personnel management functional specialties for which the Agency is responsible.
Developing a broad range of written materials including policy documents, information papers, briefings, analytical reports, statistical analysis, regulations, draft legislation, and correspondence.
Monitoring the progress of legislative and administrative changes and assuring that the Agency interests are represented; ensuring that stakeholders are kept aware of impending changes and proposals related to Compensation.

Qualifications
Specialized Experience:
You qualify for the GS-14 grade level if you possess one year of specialized experience, equivalent to the GS-13 grade level in the federal government, performing duties such as:
research and analyze compensation, pay, and leave issues under Title 5 and non-Title 5 authorities.
provide expert advice and guidance on interpreting policies, regulations, and statutes.
analyze proposed legislation and regulation for organizational impact.
write policies, decisions, and responses based on research and analysis.
Substitution of education in lieu of specialized experience may not be used for this grade level.
All qualifications and eligibility requirements must be met by the closing date of the announcement.
Time-in-grade: Current General Schedule (GS) federal employees, and those that have served in GS positions within the last 52 weeks, must have served 52 weeks at the next lower grade, or a combination of the next lower grade level and an equivalent band in the federal service by the closing of this announcement.
