This position is for a Claims Assistant in the Health Administration Service at the Albany VA Clinic. The incumbent is responsible for the administrative aspects of eligibility and benefits determination activities for the Clinic and Medical Center including annual means tests eligibility updates.
Duties
Major duties and responsibilities of this position include, but are not limited to, the following:
Interprets and applies knowledge of healthcare options, local, state, and national policies to be able to accurately respond to inquiries about eligibility for health care and benefits.
Informs applicants of requirements for determining eligibility, income disclosure and financial threshold tests, insurance information disclosure and other necessary demographic information.
Assists applicants and stakeholders with completing applications for enrollment for healthcare benefits, including, but not limited to, regular enrollments, hardship enrollments, catastrophically disabled enrollments, and applications for death benefits.
Reviews military service documents, and other documents to make eligibility determinations for healthcare.
Acquires copies of relevant and necessary documents for scanning into the applicant's permanent records.
Interviews applicants by phone or in person to determine whether they are eligible for enrollment for healthcare.
Work Schedule: Monday to Friday, 08:00 AM to 04:30 PM.

Qualifications
To qualify for this position, applicants must meet all requirements by the closing date of this announcement, 10/27/2023.
Time-In-Grade Requirement: Applicants who are current Federal employees and have held a GS grade any time in the past 52 weeks must also meet time-in-grade requirements by the closing date of this announcement. For a GS-06 position you must have served 52 weeks at the GS-05. The grade may have been in any occupation, but must have been held in the Federal service. An SF-50 that shows your time-in-grade eligibility must be submitted with your application materials. If the most recent SF-50 has an effective date within the past year, it may not clearly demonstrate you possess one-year time-in-grade, as required by the announcement. In this instance, you must provide an additional SF-50 that clearly demonstrates one-year time-in-grade. Note: Time-In-Grade requirements also apply to former Federal employees applying for reinstatement as well as current employees applying for Veterans Employment Opportunities Act of 1998 (VEOA) appointment.
You may qualify based on your experience as described below:
Specialized Experience: You must have one year of specialized experience equivalent to at least the next lower grade GS-05 in the normal line of progression for the occupation in the organization. Examples of specialized experience would typically include, but are not limited to: Experience answering telephones, referring visitors, and providing information in regards to basic healthcare services. Interviewing applicants by phone or in person to determine whether they are eligible for enrollment for healthcare; Interpreting and applying knowledge of healthcare options, local, state, and national policies to be able to accurately respond to inquiries about eligibility for health care and benefits; Reviewing military service documents and other documents to make eligibility determinations for healthcare; Assisting applicants and stakeholders with completing applications for enrollment for healthcare benefits, such as regular enrollments, hardship enrollments, catastrophically disabled enrollments, and applications for death benefits; and Utilizing systems to determine and/or verify basic eligibility for healthcare.
