The Supervisory Motor Vehicle Operator has full supervisory responsibility over the Motor Vehicle Operator's and Fleet Management at the Wilmington VAMC. The position is Supervisory within the Veterans Transportation Program (VTP).
Duties
The position is organizationally located in the Veteran Transportation Service (VTS) line and reports directly to the Service Chief, VTS at the Wilmington VA Medical Center (VAMC) in Wilmington, DE.
Major Duties include but are not limited to:
Supervisory Duties 70%
The Motor Vehicle Operator Supervisor is responsible for providing daily supervision, leadership and guidance to Motor Vehicle Operators which consists of approximately 11 WG-06 MVOs. The incumbent is both a Motor Vehicle Operator and Supervisor and will fill in as a driver as required.
Provides work leadership, coordinates, and schedules veterans transportation.
Assigns drivers daily workload, assigns and explains work requirements and operating instructions to subordinates, and set deadlines and establish the sequence of work operations to be followed.
Corresponds with physician, traveler, and transportation drivers to determine the transportation plan that best suits the Veteran. He/she will also prepare appropriate documentation and /or scheduling for traveler according to VTP program guidelines.
Makes special arrangements for Veterans per physician documentation according to Veterans medical condition and is responsible for securing reservations on one of the VTS vehicles or sourcing alternative transportation when VTS lacks the capability to support the Veteran.
Responsible for forwarding all correspondence to appropriate department via itinerary or stated preferences with destination and time and for communicating with VTS drivers en-route to Veteran's pickup location and VA medical facilities to resolve potential problems and will maintain communications regarding the Veteran's return travel arrangements.
Serves as the point of contact for VTS drivers in the event of emergencies and thus is responsible to ensure appropriate response to safeguard everyone on the vehicle in the likelihood of an accident or other emergency explaining their eligibility status and counsels the Veterans who do not meet criteria for the VTS and Rural Transportation Programs.
Uses multiple variations of Mobile Data Computer (MDC) in and out of the vehicles to assigned trips and duties daily. Possess to track and maintain the Comprehensive schedule and usage of the VET Ride System and other reports as inputs are required.
Identifies, analyze and resolve time keeping and special pay issues that arise.
Ensures adequate administrative support and clerical assistance to employees.
Provides direct on-the-job training for employees, broaden employee training, and provide backup skills by cross training.
Provides initial/recurring safety training for all employees on all aspects of job performance, including discussions on safety/fire prevention in unit meetings.
Inspects work area for physical hazards/unsafe conditions and takes corrective actions immediately, keeping supervisor and section chief informed.

VTS Fleet Management Supervision 30%
The Incumbent provides work leadership and coordinates maintenance of 17 VTS vehicles assigned to the section to maintain satisfactory mechanical condition and cleanliness of vehicles.
Maintain records and document actions, such as operator inspection checklists/forms and accident/incident reports.
Applies logical and evaluative techniques comprehend computerized maintenance program procedures and monthly vehicle expense tracking, equipment classification methods and standards. Vehicles range from 8,900 GVW to 32,000 GVW. Vehicle types may include special purpose vehicles equipped with special purpose equipment and levers, buttons, pedals, and control equipment (e.g., wheelchair lifts).
Supervises and manages the facility's VTS Vehicles/Fleet through direct management, maintenance, and recordkeeping of vehicles operated by VTS in accordance with the VTS Guide, state and federal law, and local policies
Responsible for management of the following functional areas: General Vehicle Repair - which provides preventive maintenance and repairs of all patient vehicles which include electric, gas, diesel, E85 fuel operated motor vehicles and assigns work orders and determines frequently used repair parts and materials for ordering and maintaining in stock.
Work Schedule: Monday - Friday, 8:00am - 4:30pm

Qualifications

Commercial Driver's License (CDL): A current, valid state-issued Commercial Driver's License (CDL), Class B, with Passenger Endorsement is required for this position.
Basic Life Support (BLS): Basic Life Support (BSL) training certificate is required for this position.
EXPERIENCE: A specific length of training and experience is not required, but you must show evidence of training or experience of sufficient scope and quality of your ability to do the work of this position. Evidence which demonstrates you possess the knowledge, skills, and ability to perform the duties of this position must be supported by detailed descriptions of such on your resume. Applicants will be rated in accordance with the OPM Federal Wage System Qualification Standards.

Note: A full year of work is considered to be 35-40 hours of work per week. Part-time experience will be credited on the basis of time actually spent in appropriate activities. Physical Requirements/Working Conditions: Most of the work is sedentary in nature, although walking, bending and lifting may be required. (50lbs)
