The Equal Employment Opportunity Specialist manages and is responsible for the program development, administration, evaluation, and advisory functions of the Equal Employment Opportunity (EEO) and Affirmative Employment, Alternate Dispute Resolution (ADR), Diversity Management and Special Projects at a VA Medical Center (VAMO) within the Mid-Atlantic Health Care Network (VISN 6). The position is based out of the Executive Leadership Office of the medical center.

Duties

The incumbent proposes and/or develops policy and/or prepares responses to correspondence for the agency and acts as a liaison or handles the communication with persons and/or groups within and outside of the organization. This position requires knowledge of federal EEO regulations and principles, compliance and enforcement skills, administrative, management, and consulting skills, and knowledge of federal personnel administration. Major duties include but are not limited to: The incumbent exercises a high degree of judgement in establishing priorities and direction and analyzing and recommending solutions to problems that adversely affect EEO and Affirmative Employment. the incumbent advises management on specific actions in support of affirmative action and strategies for handling discrimination complaints. The incumbent assists the Office of Resolution Management (ORM) and Administrative Judges with investigations and hearings. In collaboration with the ORM Field Office, the incumbent serves as the local liaison for all aspects of the facility's complaint processing program. Provides advice and assistance during the post-investigative stages (i.e. hearings, appeals and compliance phases) for each formal complaint. Serves as technical expert for processing the following federally conducted external complaints in accordance with agency policy. Assist the VHA Central Staff with processing the following complaints; Title IX complaints, Title VI complaints of the Civil Rights Act of 1964, Department of Justice, Executive Order 13160, Equal Employment Opportunity Commission and Equal Employment Opportunity Executive Order 13145. Has oversight and input in the Alternative Dispute Resolution (ADR) Program. Responsible for developing, implementing, coordinating, reviewing, monitoring, evaluating and updating all plans associated with the EEO program. Serves as technical advisor to the facility's EEO Advisory Committee. Perform a variety of duties related to special projects involving EEO program issues that contain complicating elements. To qualify for this position, applicants must meet all requirements by the closing date of this announcement, 10/28/2023. Time-In-Grade Requirement: Applicants who are current Federal employees and have held a GS grade any time in the past 52 weeks must also meet time-in-grade requirements by the closing date of this announcement. For a GS-12 position you must have served 52 weeks at the GS-11. The grade may have been in any occupation, but must have been held in the Federal service. An SF-50 that shows your time-in-grade eligibility must be submitted with your application materials. If the most recent SF-50 has an effective date within the past year, it may not clearly demonstrate you possess one-year time-in-grade, as required by the announcement. In this instance, you must provide an additional SF-50 that clearly demonstrates one-year time-in-grade. Note: Time-In-Grade requirements also apply to former Federal employees applying for reinstatement as well as current employees applying for Veterans Employment Opportunities Act of 1998 (VEOA) appointment. You may qualify based on your experience and/or education as described below: Specialized Experience: You must have one year of specialized experience equivalent to at least the next lower grade GS-11 in the normal line of progression for the occupation in the organization. Examples of specialized experience would typically include, but are not limited to: Conducting interviews with personnel regarding allegations of equal employment opportunity infractions. Preparing case reports for EEO complaints. Investigating alleged violations of the law and drafting actionable plans to prevent potential violations of EEO infractions. Physical Requirements: Regular and recurring work generally involves sitting at a desk and sitting in conferences and meetings except for occasional visits to facility work sites.
