This is a Direct Hire Authority (DHA) solicitation utilizing the DHA for Domestic Defense Industrial Base (DIB) Facilities and the Major Range and Test Facilities Base (MRTFB) in the Department of Defense to recruit and appoint qualified candidates to positions in the competitive service. About the Position: Incumbent will serve as a Data Scientist, GS-1560-12, in the Directorate of Production Management.

Duties

Develop, construct, test, maintain, and synchronize a data architecture for the organization individually or as part of a team. Use professional and scientific knowledge to conduct data analytics to assess data requirements and established data architecture, identify shortfalls and gaps, troubleshoot data issues, and recommend ways to mitigate risk. Conceive, plan, and conduct projects including, data convergence efforts for migration to cloud and edge computing, ensuring compliance with DoD regulations and policies. Use programming language and tools to identify ways to improve data reliability, efficiency, and quality for analysis missions, organizational goals, and future planning.

Requirements

• Appointment may be subject to a suitability or fitness determination, as determined by a completed background investigation.
• Appointment to this position is subject to a one year probationary period unless the appointee has previously met the requirements as described in 5 CFR Part 315. While probationary the incumbent can be terminated with limited appeal rights.

Minimum Education Requirement: Degree: Bachelor's degree (or higher degree) in Mathematics, statistics, computer science, data science or field directly related to the position or bachelor's degree (or higher degree) with 30 semester hours in a combination of Mathematics, statistics, computer science, data science. In addition to meeting the basic requirement above, to qualify for this position you must also meet the qualification requirements listed below: Specialized Experience: One year of specialized experience which includes 1) Formulates analytical/mathematical procedures to solve operational data problems; 2) Plans and conducts, as project lead or member of a study team, relevant research, and analytical studies to support critical operational problems and/or decisions; AND 3) Creating and presenting analytical reports for senior leadership. This definition of specialized experience is typical of work performed at the next lower grade/level position in the federal service (GS-11).
