This National Guard position is for a SURFACE MAINTENANCE MECHANIC SUPERVISOR (TITLE 32), Position Description Number D1296000 and is part of the FL SMO, National Guard.
Duties
As a SURFACE MAINTENANCE MECHANIC SUPERVISOR (TITLE 32), WS-5801-14, you will provide direct input or participates in meetings and/or conferences with engineering, production control, and other personnel involving the initial analysis of long-range work requirements; review immediate and long-range requirements of organizational segments and groups supervised based on workload forecasts, and develops, for approval by their superiors, plans for meeting long-range resource requirements; assign and explain work requirements and operating instructions to subordinate supervisors, set deadlines, and establish the sequence of work operations to be followed; maintain balanced workloads by shifting assignments, workers, and other resources to achieve the most effective work operations; develop and establish internal procedures (e.g., meetings, content, and timing of reports) to be followed by subordinate supervisors to assure effective control and direction of work activities, organizations, and personnel supervised; develop, publish, and ensure employee compliance with standing operating procedures for the activity supervised; prepare for and participates in various types of readiness evaluations, inspections, mobilization and command support exercises
PHYSICAL EFFORT: Work is performed in tiring or uncomfortable positions for long periods. There is frequent standing, bending, reaching, stretching, climbing, and crouching; or working on top of, under, and in tight compartments or cramped or awkward positions. Performs strenuous work while standing, lying, or sitting. Frequently lifts and carries items, unassisted, weighing up to 40 pounds; and often exerts similar effort in pushing, pulling, and positioning parts, assemblies, and equipment. Frequently lifts and moves heavier items with the assistance of other workers or with lifting devices such as jacks, hoists, and cranes. May be required to work from ladders or work platforms at varying heights.
WORKING CONDITIONS: Work is performed both inside and outside. When inside, the incumbent is frequently exposed to drafts, changing temperatures, and noise which is difficult to talk above. When outside, the incumbent is exposed to bad weather, in mud or snow, and in wet or icy areas. The incumbent is frequently exposed to irritations or discomfort from dust, heat, fumes, and hard damp floors or ground. Typically works on parts and systems, which are dirty, oily, or greasy. Frequently exposed to the possibility of cuts, burns, bruises, and sprains while repairing, positioning, and moving equipment. Often exposed to the possibility of falls while repairing, positioning, and moving equipment; and skin irritations from acid, fluids, and lubricants. Uses safety equipment such as protective ear devices, hard hats, hard-toe shoes, respirators, and protective clothing, which may be uncomfortable to wear or use and may be worn or used for long periods.
Requirements
- Males born after 31 December 1959 must be registered for Selective Service.
- May be required to successfully complete a probationary period.

Qualifications
AREA OF CONSIDERATION: This position is in the Excepted Federal Civil Service "under the authority of 32 U.S.C. 709", and is open to Category 1 & 3 Only.Category 1: All permanent/indefinite (T32 and T5) technicians employed by the agency WITH dual FL National Guard military membership; Category 3: All current military members of the Florida National Guard.
PCS: Permanent Change of Station (PCS) MAY be authorized. Authorization for payment of PCS expenses will be granted ONLY after determination is made that payment is in the best interest of the Florida National Guard.
FLNG BUS Code 8888: This position is "excluded" and ineligible for labor organization representation.
TEMPORARY PROMOTION- For Title 32 selectees only: This is an obligated position (incumbent is on a military tour). If a permanent employee in the Title 32 excepted civil service accepts this position, he/she will retain their permanent status AND return to their previous Title 32 position once incumbent returns from military duty. If the military tour member, who has reemployment rights to this position, does not exercise his/her reemployment rights within 5 years, the selected individual may remain in this position without further competition.
INDEFINITE APPOINTMENT-For Current Title 5 selectees only: This is an obligated position (incumbent is on a military tour). If an on-board individual employed in the Title 5 excepted civil service accepts this position, he/she will receive an indefinite appointment (Tenure 3). If a Reduction-In-Force occurs and/or the military tour member exercises reemployment rights to this position, the indefinite appointee will have no reemployment rights to any other position and may be separated. If the military tour member, having reemployment rights to this position, does not exercise his/her rights within 5 years, this position may be converted to a permanent status without further competition.

MILITARY GRADES: Warrant Officer, CW3 thru WO1
GENERAL EXPERIENCE: Must have experience or training which demonstrates that the candidate has the ability to organize assignments for subordinates, estimate material and manpower needed for specific jobs; able to explain manuals and work procedures; and to prepare production records, work records and reports
SPECIALIZED EXPERIENCE: WS-14 must have at least 36mos experience or training diagnosing, repairing, overhauling, and modifying more complex vehicles, equipment, and more complicated systems; experience which has provided a thorough knowledge of diagnostic equipment; experience applying independent judgment in determining methods and techniques required to solve unusually complex maintenance and repair problems; experienced in testing, inspecting, and evaluating the work performed on vehicles, equipment and systems. - In addition to the journeyman level knowledge, experience which demonstrates the ability to plan, direct, and organize work assignments for lower grade personnel. Experience which required the review of work requirements and establish priorities to meet deadlines. Experience that provided knowledge of various lines of work performed by this function. Experience which demonstrates the ability to supervise or the potential to perform such duties as evidenced by the ability to communicate knowledge of general supervisory concepts, and knowledge of shop processes. Experience in adapting existing equipment and techniques to new situations.
