You will serve as the Interpretation, Education, and Outreach Division Manager for Eugene O'Neill National Historic Site, John Muir National Historic Site, Port Chicago Naval Magazine National Memorial, and Rosie the Riveter/World War II Home Front NHP (Parks). Duties

You will serve as a member of the Management Team which, under the direction of one General Superintendent, collectively manage all four sites (Eugene O'Neill National Historic Site, John Muir National Historic Site, Port Chicago Naval Magazine National Memorial, and Rosie the Riveter/World War II Home Front NHP). Some of the duties you will perform, include, but are not limited to: Management, Policy, and Planning: Serves as the principal technical and professional level advisor on interpretation, education, and outreach matters; Provides substantial input into the formulation and recommendation of park policies, long term strategic goals, planning efforts, administrative procedures and controls; park-wide priority setting, and distribution of the park's budget and FTE. Participates in the development and implementation of long-term park planning and management documents. Collaborates with management team members to address park management issues. Significantly contributes to collaborative efforts, relationships, and strategic plans with local, regional, and national parks, agencies, academic institutions, environmental groups, and tourism and development groups. Interpretation, Education and Outreach Program Planning and Management: Develops multi-year interpretation, education, and outreach plans, financial plans, staffing plans, and other related plans to guide Division activities; Identifies and establishes an effective annual and long-term planning and budgeting program for interpretation, education, and outreach; remains knowledgeable about the contracting and agreement program to ensure compliance and oversight. Works with Major Acquisition and Buying Office (MABO), and is responsible for identifying parks-wide priorities as it relates to interpretive operations and exhibits. Oversees an active curriculum based educational program for students at a variety of grade levels and with multiple school districts. Tailors in-park and off-site education programs to meet educational requirements and ensures that the Parks are represented at numerous public and school-based workshops, fairs, environmental education committees, and workgroups throughout the region. Serves as the primary contact and park liaison with the two cooperating associations for the four parks, coordinating the renewal of annual work plans as well as scopes of sales reviews for park gift store sales items. Through subordinate staff, responsible for the management and oversight of the four-park volunteer/docent programs. Supervisory Responsibilities: Provides administrative and technical supervision/direction to the Division staff of the four parks; Recruits and hires subordinate staff members in line with merit promotion and delegated examining procedures and equal employment opportunity guidelines. Assigns work to staff and provides technical and policy direction to their efforts. Reviews completed work and provides feedback to encourage top performance and enhance an atmosphere of teamwork. Plans training and development opportunities for subordinate employees to ensure they acquire and maintain technical competencies in their fields and are provided cross training in related fields. Resolves staff complaints concerning working conditions and related matters. There may be some extended walking through facilities; hiking trails; working outdoor events or programs with potential exposure to heat, cold or inclement weather; climbing stairs; carrying items up to 50 pounds, or driving an automobile. May also climb ladders and wear personal protective equipment to perform work. Mentally stressful and taxing situations are frequently present. Work Environment: Most work is performed in an office setting but there is some exposure to the various risks and discomforts associated with outdoor activities in inclement weather. Works requires driving a Government-owned vehicle.

Qualifications

All qualifications must be met by 11:59 PM EST when the 'applicant cut-off' is reached (which may be sooner than 10/31/2023). Credit will be given for all appropriate qualifying experience. For current Federal employees, if hours worked per week are not included on your resume, you must submit a non-award SF-50 for each federal position listed as part of your application to be used to validate your work schedule and determine the amount of qualifying experience that you will be granted. An award SF-50 will not be acceptable documentation for which to consider your amount of qualifying experience. For all other applicants who are not current federal employees, your resume must state either "full-time" (or "40 hours a week") or "part-time" with the number of hours worked per week to ensure proper crediting of specialized experience. Failure to adequately provide information needed to determine number of hours worked in each position may result in that time not being credited when evaluating qualifying experience. For periods of time that reflect military service, the DD-214 or Statement of Service is sufficient to meet the full and/or part-time hours requirement as the service dates will be reflected. To qualify for this position at the GS-13 grade level, you must possess the following minimum qualifications: At least one full year of specialized experience comparable in scope and responsibility to the GS-12 grade level in the Federal service (obtained in either the public or private sectors) performing the following: (1) Managing of interpretive, educational, volunteer, youth and/or community outreach opportunities; (2) developing short and long term direction for interpretive, educational, volunteer, youth and/or community outreach requirements; (3) Performing long-range management planning to determine budget requirements; and (4) overseeing curriculum based and/or public environmental or science educational programs. You must include hours per week worked. Volunteer Experience: Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
