This is a Direct Hire Authority (DHA) solicitation utilizing the DHA for Certain Personnel of the DoD Workforce to recruit and appoint qualified candidates to positions in the competitive service.
About the Position: Army Contracting Command provides global contracting support to a diverse customer base in support of the Joint Warfighter.
This vacancy is a career ladder position, it may be filled at the GS-09, GS-11, or GS-12 (full performance) grade level.
Duties
Prepare price and cost analysis in accordance with current command regulations and policy.
Perform negotiations in the pre-award and post award phases of contracting.
Evaluate contractor adherence to legal, financial, production, and delivery requirements.
Conduct meeting with representatives of contract administration agencies and contractors to receive and exchange information.
Prepares contract modifications for approval and all supporting contract file documentation.
Plan, coordinate, or gather information on work efforts to resolve problems among individuals or groups while working toward a common goal.
These duties are described at the full performance level (GS-12). The GS-09 level is developmental with promotion potential to the full performance level at GS-12.
Requirements
- Appointment may be subject to a suitability or fitness determination, as determined by a completed background investigation.
- Must be able to obtain and maintain a Top Secret security clearance. If the security clearance is denied or revoked, the individual may be denied or removed from the position, accordingly.
- Must file financial statement.
- This is an Army Acquisition, Logistics and Technology Workforce position. Selectee must meet position requirements for Foundational Certification within 36 months of entrance on duty.
- This position is a Testing Designated Position (TDP) subject to applicant testing and random drug testing. Tentatively selected applicants will be required to sign DA Form 5019 requiring participation in random drug testing.

In order to qualify, you must meet the education and experience requirements described below. Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student; social). You will receive credit for all qualifying experience, including volunteer experience. Your resume must clearly describe your relevant experience; if qualifying based on education, your transcripts will be required as part of your application. Basic Requirement for Contract Specialist:
Degree: Bachelor's degree (or higher degree) from an accredited educational institution authorized to grant baccalaureate degrees.
OR
Exemption: You are exempt from the education requirements above if (A) you are a current civilian employee in DoD who occupied GS-1102 positions or contracting positions with authority to award or administer contracts above the simplified acquisition threshold in an Executive Department on or before September 30, 2000; OR (B) you are a current military member who occupied a similar occupational specialty to the GS (or equivalent)-1102 on or before September 30, 2000.
In addition to meeting the basic requirement above, to qualify for this position you must also meet the qualification requirements listed below:
Specialized Experience at the GS-09: One year of specialized experience which includes: 1) Assisting with pre-award or post-award contracting functions using fixed price, cost-reimbursement, or a combination of contract methods; and 2) Assisting in monitoring contractor performance; and 3) Reviewing bids/proposals to ensure regulatory and advertised procurement compliance are met. This definition of specialized experience is typical of work performed at the second lower grade/level position in the federal service (GS-07).
OR
Education: Master's or equivalent graduate degree or 2 full years of progressively higher level graduate education leading to such a degree or LL.B. or J.D. in a field which demonstrates the knowledge, skills, and abilities necessary to do the work of the position, such as: accounting, business, finance, law, contracts, purchasing, economics, industrial management, marketing, quantitative methods, or organization and management.
Specialized Experience at the GS-11: One year of specialized experience which includes: 1) Planning and performing activities relating to pre-award and/or post-award contracting functions; and 2) Reviewing cost and price procedures to evaluate offers and developing procurement packages; and 3) Monitoring contractor performance assuring compliance with the terms of contractual agreements. This definition of specialized experience is typical of work performed at the second lower grade/level position in the federal service (GS-09).
OR
Education: Ph.D or equivalent doctoral degree or 3 full years of progressively higher level graduate education leading to such a degree in a field which demonstrates the knowledge, skills, and abilities necessary to do the work of the position, such as: accounting, business, finance, law, contracts, purchasing, economics, industrial management, marketing, quantitative methods, or organization and management.
Specialized Experience at the GS-12: One year of specialized experience which includes: 1) Performing pre-award or post-award procurement functions involving complex contracts; and 2) Negotiating contract prices, terms and conditions to evaluate cost analysis; and 3) Implementing contractual regulatory guidance and processes for the procurement of goods services. This definition of specialized experience is typical of work performed at the next lower grade/level position in the federal service (GS-11).
