This position serves as Environmental Protection Specialist at the Mann-Grandstaff Veterans Affairs Medical Center (MGVAMC) Green Environmental Management Systems (GEMS) program manager is the key member of the MGVAMC GEMS Committee responsible for implementing, developing and maintaining, and ensuring the GEMS Program remains compliant with ISO 14001 Environmental Management System across MGVAMC Organizational elements.

Duties

The incumbent is responsible for the following duties but not limited to: Leads development of facility environmental policies, programs, and procedural documentation Reviews environmental asbestos projects, assisting Industrial Hygienist in developing facility- wide and service-specific objectives, targets, and procedures for the program. Advises leadership with integrating environmental consideration into planning and operational activities. Coordinates environmental activities with regional representatives and supports the development of integrated planning for all facilities within the region. Interacts with federal, state, and local environmental agencies. Leads environmental audits and incident investigations, conducts root cause analysis, develops corrective actions, and tracks incidents to closure Manages environmental related contracts as the contracting Officers Representative. Develops and provides training to management and other VA employees on environmental and GEMS compliance Promotion Potential: The selectee may be promoted to the full performance level without further competition when all regulatory, qualification, and performance requirements are met. Selection at a lower grade level does not guarantee promotion to the full performance level. Work Schedule: Monday- Friday 6:30 am - 3:00 pm Compressed/Flexible: Upon Supervisor approval Telework: VA supports the use of telework as a way to help attract and retain talented individuals in public service, increase worker productivity, and better prepare the agency to operate during emergencies. Qualifications

To qualify for this position, applicants must meet all requirements by the closing date of this announcement, 10/30/2023. Time-In-Grade Requirement: Applicants who are current Federal employees and have held a GS grade any time in the past 52 weeks must also meet time-in-grade requirements by the closing date of this announcement. For a GS-09 position you must have served 52 weeks at the GS-07 level. For a GS-11 position you must have served 52 weeks at the GS-09 level. The grade may have been in any occupation, but must have been held in the Federal service. An SF-50 that shows your time-in-grade eligibility must be submitted with your application materials. If the most recent SF-50 has an effective date within the past year, it may not clearly demonstrate you possess one-year time-in-grade, as required by the announcement. In this instance, you must provide an additional SF-50 that clearly demonstrates one-year time-in-grade. Note: Time-In-Grade requirements also apply to former Federal employees applying for reinstatement as well as current employees applying for Veterans Employment Opportunities Act of 1998 (VEOA) appointment. You may qualify based on your experience and/or education as described below: Specialized Experience for GS-09: You must have one year of specialized experience equivalent to at least the next lower grade GS-07 in the normal line of progression for the occupation in the organization. Examples of specialized experience would typically include, but are not limited to: Developing facility wide and service specific objectives and targets, and procedures for the program; evaluating work practices determining compliance with applicable laws and regulations, and developing changes to control or eliminate potential or existing hazards or violations; and/or investigating routine violations of all environmental ( including pesticide, DOT, OSHA, EPA and DEP) laws and preparing abatement actions. OR, Education: Applicants may substitute education for the required experience. To qualify based on education for this grade level you must have, a Masters or equivalent graduate degree or (2) Two Full years of progressively higher level graduate education leading to such a degree or LL.B or J.D., if related OR, Combination: Applicants may also combine education and experience to qualify at this level. You must have an combination of specialized experience and Only graduate education in excess of the amount required for the next lower grade level may be used to qualify applicants for positions at grades GS-9 . Specialized Experience for GS-11: You must have one year of specialized experience equivalent to at least the next lower grade GS-09 in the normal line of progression for the occupation in the organization. You must have an combination of specialized experience and Only graduate education in excess of the amount required for the next lower grade level may be used to qualify applicants for positions at grades GS-11 . You will be rated on the following Competencies for this position: ComplianceEnvironmental EngineeringProblem SolvingSelf Management Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religions; spiritual; community; student; social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience. Note: A full year of work is considered to be 35-40 hours of work per week. Part-time experience will be credited on the basis of time actually spent in appropriate activities. Applicants wishing to receive credit for such experience must indicate clearly the nature of their duties and responsibilities in each position and the number of hours a week spent in such employment. Physical Requirements: The work is primarily in an office setting. Remainder of work is in field conditions performing worksite inspections. Work may require travel to other health care center facilities and Community Based Outpatient Clinics (CBOCs) to ensure environmental compliance. There may be exposure to moderate risks or discomforts in waste storage areas, wastewater treatment and boiler plants; and when responding to spills (e.g. fuel oil, lab chemicals. Work Environment: The work environment involves frequent exposure to moderate risk situations, some discomforts, unpleasant working conditions, and adverse weather conditions, hot, cold, dry and wet. Safety or security precautions sometimes are necessary, and the agent may have to use appropriate clothing or personal protective equipment (PPE). May be required to work long and irregular hours, on weekends and at night and at different duty stations. Other Significant Facts: This position requires frequent Travel, so a current valid state drivers license will be required. ( Incumbent will have to drive to local satellite clinics, and potential non-local travel for trainings/conferences.
