The Program Support Assistant functions as the My HealtheVet PSA for the Birmingham VA Health Care System and its Community Based Outpatient Clinics. Timely and effective communication and access to care for Veterans is crucial to the mission of the VA. The PSA will provide general clerical and technical assistance to the MHV Coordinator by maintaining MHV Systems and the Secure Messaging Program. The incumbent will assist in providing outreach to promote My HealtheVet.
Duties
Provide technical assistance to the MyHealthVet Coord. by maintaining electronic communication, scheduling and the Secure Messaging Program
Provides clerical services as well as being well versed with Online programs and portal in effort to aid Veterans, caregivers, families and employees with registration and authentication.
Combines oral and written skills to train new Veterans and caregivers on electronic communication site and serves as an ongoing consultant to established Veterans.
Consistently communicates and treats customers (Veterans, their representatives, visitors, VA staff, and all others) in a courteous, tactful, and respectful manner.
Provides IT user support through training and troubleshooting problems with Veterans and employees.
Knowledge of electronic communications and scheduling applications.
Work Schedule: Monday through Friday 7:30am to 4:00pm or 8:00am to 4:30pm. Other options may be negotiable. Schedule agreed upon may vary based on the needs of the service line. Work on some evenings and/or weekends may be required.

Qualifications
To qualify for this position, applicants must meet all requirements by the closing date of this announcement, 10/26/2023.
Time-In-Grade Requirement:Applicants who are current Federal employees and have held a GS grade any time in the past 52 weeks must also meet time-in-grade requirements by the closing date of this announcement. For a GS-5 position, Candidates may be advanced without time restriction to positions up to GS-5 if the position to be filled is no more than two grades above the lowest grade the employee held within the preceding 52 weeks under his or her latest non-temporary competitive appointment. The grade may have been in any occupation, but must have been held in the Federal service. An SF-50 that shows your time-in-grade eligibility must be submitted with your application materials.
Note: Time-In-Grade requirements also apply to former Federal employees applying for reinstatement as well as current employees applying for Veterans Employment Opportunities Act of 1998 (VEOA) appointment.
You may qualify based on your experience and/or education as described below:
Specialized Experience: You must have one year of specialized experience equivalent to at least the next lower grade GS-04 in the normal line of progression for the occupation in the organization. Examples of specialized experience would typically include, but are not limited to: knowledge and understanding of the full range of principles, concepts, and techniques of marketing advertisement and salesmanship and the ability to transform these requirements into a working viable program. Knowledge and understanding of facility clinical business and operational processes and workflows. Working with clinicians to integrate theory into clinical business practice patterns and policies. Skill in organizing and communicating ideas and thoughts effectively through written correspondence and oral presentation. Journalistic skills to develop materials to convey information in a professional format generally accepted to the public. Knowledge of the World Wide Web as a marketing vehicle, skill in editing web pages and creating links and using social network technology. Knowledge of and skill in automated data processing applications.

Education
Applicants may substitute education for the experience required for the GS-05 level. To qualify based on education for this grade level you must have completed 4 years of education above the high school level. This education must have been obtained in an accredited business, secretarial or technical school, junior college, college or university. One year of full-time academic study is defined as 30 semester hours, 45 quarter hours, or the equivalent in a college or university, or at least 20 hours of classroom instruction per week for approximately 36 weeks in a business, secretarial, or technical school.(TRANSCRIPT REQUIRED).
OR
Applicants may also combine education and experience to qualify at the GS-05 level. Equivalent combinations of successfully completed post-high school education and experience may be used to meet total experience requirements at grades GS-5 and below. For GS-5.level positions only education in excess of the first 60 semester hours (i.e., beyond the second year) is creditable toward meeting the specialized experience requirement. One full academic year of study (30 semester hours)
beyond the second year is equivalent to 6 months of specialized experience.
