Duties

O5 Billet DUTIES AND RESPONSIBILITIES: 1. Accesses interpretation and/or translation services as needed to ensure ability to communicate with detainees or others who are not proficient in the English language. 2. Provide medical consultation services to the incumbent's assigned Field Office Director (FOD) and staff in regards to the health care of detainees in the custody of ICE or coming into the custody of ICE. 3. Serves as the medical subject matter expert for the FOD and will serve as the liaison between the FOD and the IHSC. 4. Recommends and assists with the determination and coordination of alternative placement options for detainees with complex medical care needs. 5. Reviews and adjudicates requests for outside medical, mental health, dental, and DME services for detainees in the custody of ICE and U.S. Customs and Border Patrol. 6. Refers all requests for outside medical services that do not appear to be medically necessary to the IHSC Regional Clinical Director or designee for final review and determination. 7. Performs health record reviews, as needed, within the assigned Area of Responsibility (AOR). 8. Provides case monitoring and reporting on all hospitalizations within the assigned AOR. 9. Provides notifications and updates to IHSC and the ICE/ERO on reported detainee suicide attempts, hunger strikes and self-mutilations. 10. Submits on-going weekly activity reports to the RFMC/designee to include significant accomplishments, issues, problems, and workload activity. 11. Writes reports and responds to ad hoc and non-routine report(s) requested by IHSC or the FOD (with approval from IHSC Office of the Director). 12. Provides support, recommendations and assistance to ICE in placing detainees with special medical and mental health needs in appropriate facilities. 13. Conducts routine and ad hoc site visits to ICE designated facilities within the Field Office Director's AOR. 14. Provides orientation and guidance to the respective custody and medical staff members of facilities in which ICE detainees are held regarding IHSC policies and procedures. 15. Provides coverage and support to other Field Medical Coordinators and the RFMC as needed (e.g., annual leave, TDY assignments, illness). 16. Assists with the evaluation of compliance with the medical portion of the ICE National Detention Standards (NDS) and Performance-Based NDS (PBNDS) at local and county detention facilities within the incumbent's AOR and submits findings to RFMC for review and approval. 17. Conducts independent medical reviews as requested by IHSC Headquarters or the FOD (with approval from IHSC Office of the Director). 18. Investigates complaints related to detainee health care and provides reports as assigned by IHSC Taskings or IHSC leadership. 19. Ensures appropriate plan for continuity of care is established prior to release and removal of ICE detainees with complex health care needs. 20. Follows supervisory chain of command. 21. Be available via cell phone or email after hours to address urgent or emergent issues related to detainee health care, provide updates to the Field Office and IHSC Headquarters on detainees in the hospital, and respond to other significant event notifications as needed. 22. Travel required - 25%. 23. TDY as needed to provide clinical care support at IHSC-staffed detention facilities with critical staffing needs. 24. Other duties as assigned.

Qualifications

O-5 Billet REQUIRED KNOWLEDGE, SKILLS, AND ABILITIES: 1. Must be an Advanced Practice Provider or Registered Nurse who has worked in the clinical setting for at least 2 years. It is the responsibility of the incumbent to fulfill the obligation(s) of their licensing or certifying body to maintain currency. This position may be required to perform clinical activities with the scope of clinical license in times of critical needs within the agency. 2. Currently has or is able to achieve and maintain certification as a Certified Professional in Healthcare Management, a Case Manager, or Utilization Review/Utilization Management Professional as directed by IHSC through formal training and other means. 3. Ability to plan and organize own workload and travel schedule utilizing the IHSC travel policies. 4. Flexibility and adaptability to sudden changes in schedules and work requirements. 5. Excellent verbal and written communication skills. 6. Demonstrates strong organizational and time management skills. 7. Computer literate on MS Office applications. 8. Has knowledge of and is able to maintain proficiency in or is able to obtain knowledge and maintain proficiency in the ICE National Detention Standards (NDS) and Performance-Based NDS (PBNDS). PHYSICAL DEMANDS: 1. Must have the ability to walk unaided at a normal pace for up to 5 minutes and maintain balance. 2. Must have the ability to jog/fast walk up to ¼ mile. 3. Must have the ability to perform CPR/emergency care standing or kneeling. 4. Must have the ability to assist sick, injured or aging detainees or staff exiting the building (may require lifting, dragging, wheeling or carrying someone who weighs significantly more than oneself). 5. Sitting and/or standing for extended periods of time (6-8 Hours). 6. Performing repeated bending motion. 7. Average manual dexterity for computer operation. 8. Phone use for extended periods of time
