This position is in Public Safety and Homeland Security Bureau/Operations and Emergency Management Division Federal Communications Commission (FCC) located in Powder Springs, GA. RELOCATION EXPENSES MAY BE PAID.   THIS VACANCY ANNOUNCEMENT MAY BE USED TO FILL ADDITIONAL POSITIONS WITHIN 90 DAYS. An SME (subject matter expert) may be utilized once the vacancy announcement has closed. 

Duties

The incumbent is an engineering authority and integral member of the PSHSB engineering team. Utilizing an expert knowledge of engineering and professional acumen of communications systems, radio, electronics, software, computers and mechanical structures, he/she creates, synthesizes and physically crafts electronic Type-I systems, components and other engineering tools. The incumbent reports directly to the HFDFC Director.

Qualifications

Applicants must meet eligibility and qualification requirements by the closing date of this announcement.  Current Federal employees asking to be considered under Merit Promotion procedures must meet time-in-grade requirements by the closing date of this announcement.   Candidates must meet all of the specialized experience requirements outlined below in order to be deemed as qualified.  IN ADDITION TO MEETING BASIC REQUIREMENTS: Specialized Experience GS-13 Specialized Experience: Applicants must have a minimum of one year of specialized experience equivalent to at least the GS-12 in the Federal service. For this position, specialized experience includes the following: Performing engineering analysis and studies related to RF communications systems (e.g. receiver/circuit design, RF system troubleshooting, etc.); experience in software development/programming; circuit board construction; well versed in utilization of modern RF test equipment (e.g. network analyzers, oscilloscopes, spectrum analyzers, signal generators, time domain reflectometer, etc.); antenna theory; providing expert advice and assistance on complex engineering issues; experience in written communications to effectively develop and present complex engineering related matters, authoritative position papers, and reports. GS-14 Specialized Experience: Applicants must have a minimum of one year of specialized experience equivalent to at least the GS-13 in the Federal service. For this position, specialized experience includes the following: Performing engineering analysis and studies related to RF communications systems (e.g. receiver/circuit design, RF system troubleshooting, etc.); experience in software development/programming; circuit board construction; well versed in utilization of modern RF test equipment (e.g. network analyzers, oscilloscopes, spectrum analyzers, signal generators, time domain reflectometer, etc.); antenna theory and design; computer design; advanced receiver design (analog and digital); working knowledge of IT infrastructure and wireless IT networking technology; providing expert advice and assistance on complex engineering issues; experience in written and oral communications to effectively develop and present complex engineering related matters, authoritative position papers, and reports. You will be evaluated for this position on the following Knowledge, Skills, Abilities and Other characteristics (KSAOs): 1.  Knowledge of the concept, principles and practices of electronic engineering. 2.  Skill in comprehensive inspections and monitoring all classes and types of installations employing Radio Frequency. 3.  Ability to interact with individuals at all levels of authority. 4.  Skill in communicating in writing with a wide range of individuals on many organizational levels. 5.  Ability to perform complex engineering analysis and studies. PART-TIME OR UNPAID EXPERIENCE: Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
