This position is part of the National Archives and Records Administration. The incumbent serves as an IT Project Manager and application software development specialist for Office of Innovation projects and is the technical expert for development projects in software analysis, design, development, and implementation performed by either NARA staff or contractor personnel.

Qualifications
You must meet the following requirements by the closing date of this announcement.
Selective Placement Factor: Applicants must possess an "active" Project Management Institute Project Management Professional (PMP) Certification. Proof of PMP Certification is required.
Specialized Experience: For the GS-14, you must have one year of specialized experience at a level of difficulty and responsibility equivalent to the GS-13 grade level in the Federal service. Specialized Experience is defined as:
Serving as an IT program or project manager on multiple IT system development projects that involves advising executive management officials of short and long-range innovation resolutions for a variety of technical and non-technical innovation projects agency-wide. Examples of such experience may include but is not limited to:
Providing technical advice and guidance to senior executives, management, and external subject matter experts in the areas of IT Project Management, systems analysis, and applications software; OR
Providing technical advice in developing, implementing, evaluating, and/or improving processes for innovation projects and IT systems, including emerging technologies; OR
Serving on a project team with members from multiple organizations; OR
Experience with project management techniques such as requirements definition, solution planning, project coordination, project execution, and/or project communications/reporting; OR
Working on an IT project team or a segment of a project in order to maintain quality and mitigate risk; OR
Communicating IT related ideas, orally and in writing, to diverse audiences in order to assess needs and explain options.
In addition to specialized experience, individuals must have IT-related experience demonstrating each of the four competencies listed below.

4. Problem Solving - Identifies problems; determines accuracy and relevance of information; uses sound judgment to generate and evaluate alternatives, and to make recommendations.
