This is a Direct Hire Authority (DHA) solicitation utilizing the DHA for Modified Direct Hire Auth, Section 1109; PL, 116-92, dated 12/20/2019 to recruit and appoint qualified candidates to positions in the competitive service. About the Position: Serves as Garrison Resource Management Officer for a medium or large multi-mission military installation directing, coordinating, and providing advice/assistance to the Deputy Garrison Commander and staff for resource management activities.

Duties

Serve as principal advisor and technical expert to the commander and key staff members on financial management activities. Provide oversight regarding fiscal policy and law, Program Objective Memorandum (POM) input, risk analysis, Internal Management Controls, civilian pay issues, installation bank and credit union activities, and budget and program matters. Advise, justify, defend and brief resource strategy and status to Deputy to the Garrison Commander, Regional Office, and other senior leaders. Identify and evaluate current and long-range program requirements, develop overall and fiscal year program plans and program emphasis, and conducts actual programming, or approving programming proposed by subordinates. Provide leadership, direction, and coordination of Garrison resource management programs and activities. Plan, direct, and evaluate the work of administrative, technical, and clerical employees engaged in these functions. Establish and implement policies on administration and personnel management and training and utilization.

Requirements

  • Appointment may be subject to a suitability or fitness determination, as determined by a completed background investigation.
  • Financial Management Level 3 Certification required in accordance with the National Defense Authorization Act (NDAA) 2012, Public Law 112-81, Subtitle F-Financial Management, section 1051, amending 10 United States Code, section 1599d.
  • Financial Disclosure Statement OGE Form 450 is used to assist agencies and employees to avoid conflicts between duties and financial interest.
  • Appointment to this position is subject to a one-year probationary period unless the appointee has previously met the requirements as described in 5 CFR Part 315. While probationary the incumbent can be terminated with limited appeal rights.
  • This position is supervisory as defined by the Office of Personnel Management's (OPM) General Schedule Supervisory Guide (GSSG). A one-year probation to assess your ability to perform supervisory duties is required unless previously completed.
  • This position has been designated "Mission Essential".
  • In the event of severe weather conditions or other such emergency type situations (natural or man-made disaster) the incumbent is required to report to work or remain at work as scheduled to support mission operations.

Specialized Experience: One year of specialized experience which includes directing a Financial and Resource Management program; AND advising management regarding the allocation of resources; AND evaluate work accomplished by subordinates. This definition of specialized experience is typical of work performed at the next lower grade/level position in the federal service GS-13. Some federal jobs allow you to substitute your education for the required experience in order to qualify. For this job, you must meet the qualification requirement using experience alone--no substitution of education for experience is permitted.
