About the Position: Serves as a Budget Analyst (Financial Management) for the Huntington District Corps of Engineers with responsibility for performing technical duties in the Budget Branch in overall support of the district budget, funding, and revolving fund requirements. Position is located in the Huntington, WV.
This is a Temporary, Not-to-Exceed (NTE)12-months Budget Analyst (Financial Management) position.
Duties
Provides guidance, information, and reports for use by General and Administrative staff officials and facility program managers.
Utilizes specialized knowledge of revolving fund overhead accounts and facilities accounts to perform analysis and applies a thorough knowledge of budget and financial principles, practices, and policies.
Prepares or assists others in the preparation of reports for the division/office.
Assists with review and analysis of the district’s operating budget.
Performs budgetary functions associated with the establishment and monitoring of income and expenditures for authorized missions.
Requirements
- Appointment may be subject to a suitability or fitness determination, as determined by a completed background investigation.
- FINANCIAL MANAGEMENT Level 2 Certified designated as such in accordance with the National Defense Authorization Act (NDAA) 2012, Public Law 11-81, Subtitle F-Financial Management, section 1051, amending 10 United States Code, section 1599d.
- Incumbent of this position is required to comply with all Department of Defense and Department of the Army requirements of this certification program within two years.
Qualifications
Position may be filled as a temporary promotion or temporary reassignment NTE 1 year by a current permanent Army employee. Temporary promotions or reassignments may be extended up to a maximum of five years and may be made permanent without further competition.
Position may be filled as a term appointment NTE 12 months if the candidate is not a current permanent Army employee. Term appointments may be extended up to a maximum of six years.

Specialized Experience GS-07: One year of specialized experience which includes preparing, assisting, and reviewing budget reports; interacting with internal/external customers to provide information about budget procedures and timely submission of budget estimates. This definition of specialized experience is typical of work performed at the second lower grade/level position in the federal service (GS-05).

Education: one full academic year of graduate-level education in a field which demonstrates the knowledge, skills, and abilities necessary to do the work of the position, such as, accounting, business, economics, finance, political science, or statistics. (Note: You must attach a copy of your transcripts.)

Combination of Education and Experience: Combinations of successfully completed graduate level education in excess of the amount required for the next lower grade level may be used to qualify applicants for this position. Determine your total qualifying experience as a percentage of the experience required for the grade level; then determine your education as a percentage of the education required for the grade the grade level; then add the two percentages. The total percentage must equal 100 percent to qualify for this position. (To compute the percentage, divide you total months of qualifying experience by 12. Then divide your semester hours of graduate education by 18. Add the two percentages. The total percentage must equal at least 100 percent to qualify).
Specialized Experience for GS-09: Once year of specialized experience which includes using budgeting regulations, methods, and concepts to develop and/or revise budget estimates; establishing procedures to monitor and track funds, expenditures, and obligations; gathering cost data to provide accurate status on the utilization of funds, and current obligations; interacting with internal/external customers to provide information about budget procedures and timely submission of budget estimates. This definition of specialized experience is typical of work performed at the next lower grade/level position in the federal service (GS-07).

Education: A master's or equivalent graduate degree; OR 2 full years of progressively higher-level graduate education leading to such a degree in a field which demonstrates the knowledge, skills, and abilities necessary to do the work of the position such as, accounting, business, economics, finance, political science, or statistics. (Note: You must attach a copy of your transcripts.)

Combination of Education and Experience: Combinations of successfully completed graduate level education in excess of the amount required for the next lower grade level may be used to qualify applicants for this position. Determine your total qualifying experience as a percentage of the experience required for the grade level; then determine your education as a percentage of the education required for the grade the grade level; then add the two percentages. The total percentage must equal 100 percent to qualify for this position. (To compute the percentage, divide your total months of qualifying experience by 12. Specialized Experience for GS-11: Once year of specialized experience which includes review and analyze military, civil, and revolving funds funding documents; applying comprehensive knowledge of a wide range of budgeting regulations, methods, and concepts to analyze and formulate budget estimates; developing trends, and forecasting expenses or other related work that provided the experience to perform the duties of the position. This definition of specialized experience is typical of work performed at the second lower grade/level position in the federal service (GS-09).

Education: Ph.D. or equivalent doctoral degree or 3 full years of progressively higher-level graduate education leading to such a degree in a field which demonstrates the knowledge, skills, and abilities necessary to do the work of the position such as, accounting, business, economics, finance, political science, or statistics. (Note: You must attach a copy of your transcripts.)

Combination of Education and Experience: A combination of education and experience may be used to qualify for this position as long as the computed percentage of the requirements is at least 100%. To compute the percentage of the requirements, divide your total months of experience by 12. Then divide the total number of completed graduate semester hours (or equivalent) beyond the second year (total graduate semester hours minus 36) by 18. Add the two percentages.
