This position is with the First Responder Network Authority (FirstNet Authority), an independent authority within the National Telecommunications and Information Administration. Authorized by Congress in 2012, the FirstNet Authority's mission is to develop, build, and operate the nationwide broadband network that equips first responders with the necessary communications to save lives and protect U.S. communities. Duties

This position is located within the Department of Commerce, National Telecommunications and Information Administration (NTIA), First Responder Network Authority (FirstNet Authority), Office of the Chief Information Officer (OCIO) located in either Reston, VA or Boulder, CO. At the full performance level (ZP-4) the major duties of this position include, but are not limited to the following: 1. The incumbent will report to the Director, Customer Engagement with responsibility for providing customer support to all FirstNet Authority personnel for all IT requirements, including, but not limited to: account and device management, trouble ticketing, and equipment life cycle management. 2. Serves as an IT Specialist (Customer Support) responsible for the comprehensive support and management of FirstNet Authority end-users and end-user equipment utilizing an IT trouble ticketing system. 3. Responsible for management of both on premise and cloud environments including Microsoft Office 365, Microsoft Active Directory, Microsoft SCCM and Microsoft Azure. 4. The incumbent will work with System Administrators and other customer support personnel to establish life cycle equipment requirements as well as create hardware and software configurations. The FirstNet Authority has determined that the duties of this position are suitable for telework and the selectee may be allowed to telework with supervisor approval. Salary Information Boulder, CO: $109,107 - $167,608 per annum Reston, VA: $112,015 - $172,075 per annum This vacancy may be used to fill additional positions as vacancies become available. Minimum Qualification Requirements: To qualify for this position, you must meet the (1) Basic Requirements AND (2) Specialized Experience as described. (1) Basic Requirements: Individuals must have IT-related experience demonstrating EACH of the four competencies below. Attention to Detail - Is thorough when performing work and conscientious about attending to detail. Customer Service - Works with clients and customers (that is, any individuals who use or receive the services or products that your work unit produces, including the general public, individuals who work in the agency, other agencies, or organizations outside the Government) to assess their needs, provide information or assistance, resolve their problems, or satisfy their expectations; knows about available products and services; is committed to providing quality products and services. Oral Communication - Expresses information (for example, ideas or facts) to individuals or groups effectively, taking into account the audience and nature of the information (for example, technical, sensitive, controversial); makes clear and convincing oral presentations; listens to others, attends to nonverbal cues, and responds appropriately. Problem Solving - Identifies problems; determines accuracy and relevance of information; uses sound judgment to generate and evaluate alternatives, and to make recommendations. AND (2) Specialized Experience: Experience must be IT related; the experience may be demonstrated by paid or unpaid experience and/or completion of specific, intensive training (for example, IT certification), as appropriate to the position. To qualify for the ZP-IV (GS-13/14 equivalent), you must possess at least one full year of specialized experience equivalent to at least the ZP-III or GS-12 grade level in the federal service, or comparable experience not gained through federal service. Specialized experience is experience that has equipped the applicant with the particular competencies/knowledge, skills, and abilities to successfully perform the duties of the position and is typically in or related to the work of the position to be filled. Such experience is typically gained in the IT field or through the performance of work where the primary concern is IT. Specialized experience is defined as demonstrated experience with the following: 1. Troubleshooting emergent issues on end user devices, software configurations and deployed administrative environments. 2. Coordinating operations such as vulnerability scanning, intrusion detection and prevention, network and system troubleshooting and repairs. 3. Utilizing Microsoft Active Directory administrative tools to include any of the following: Active Directory Organizational Units (OU), Security Groups or Group Policies. 4. Utilizing a tool such as Microsoft System Center Configuration Manager (SCCM) or equivalent software (e.g., Big Fix, Patch My PC) to image devices. 5. Utilizing tools such as Microsoft System Center Configuration Manager (SCCM) or equivalent software (e.g., Big Fix, Patch My PC) to manage either software deployments or software updates to enterprise end point devices. MUST MEET ALL FIVE.
