This position is located in the Fiscal Service at the Boston VAMC, located at the Brockton Campus. This is a full time position at 40 hours a week.

Duties

The duties of this position include, but are not limited to: Review all personnel documents relating to appointments, separations, reassignments, promotions, pay adjustments, awards, and, and other authorizing documents that affect the pay and benefits of employees. The review includes but is not limited to the following; document completeness, accuracy, propriety, and conformance with pay plan entitlements, and applicable regulations and procedural instructions. Process all changes to employee's leave balances such as - full time to part time conversion, part time to full time conversion, retroactive adjustment as a result of service computation date changes, final audit of leave balances when an employee separates, and the completion and issuance of SFI 150 report when an employee separates or transfers to another VA facility or Government agency. Receive, evaluate, explain, and process voluntary and court ordered allotments of pay for alimony, child support and bankruptcy to appropriate beneficiary within the required due date. Insures that a detailed audit is performed each pay period on every time and attendance card (VA Form 4-5631) for time and leave units assigned (approximately 1,300 cards) before release of coded data for processing and subsequent payment. These time cards cover all types and categories of employee such as PMPRS, Canteen, Residents, stipends, summer aids, stay-in school, etc. Each of these categories (pay plans) have different entitlements to pay, leave, deductions, and benefits. Each category may have tours of duty that are different from the normal tour (8:00am to 4:30pm Monday through Friday), i.e., 24 hour coverage, irregular tour, compressed tour, etc.. Each of these tours under different pay plans have a variety of premium pay and/or benefit entitlements. The incumbent must determine the proper application of guidelines, regulations, coding, etc. to each separate pay plan involved and the appropriate leave system affected. Calculate, code, and input all pay adjustments caused by omissions of premium pay from time and attendance reports, delayed processing of personnel actions, changes in pay effective at other than the beginning of the pay period, buy-back of sick leave, continuation of pay following traumatic injuries, physician special pay changes, computer program failures/problems, and other miscellaneous causes. These pay adjustments are often complex, may be retroactive over an extended period of time and involve transfers between pay plans and retirement system resulting in different pay, leave and other benefit entitlements. The incumbent must make decisions as to the propriety of these adjustments using a variety of rules and regulations and provides technical guidance to other payroll technicians assigned on the most complex adjustments. Location: VA Boston Healthcare System, Brockton Campus Work Schedule: Monday- Friday 8:00am- 4:30pm Telework: VA supports the use of telework as a way to help attract and retain talented individuals in public service, increase worker productivity, and better prepare the agency to operate during emergencies. This position is covered by locality-based comparability pay. May be required to attend conferences at other facilities or other VA sites on occasion. Current employees must submit copies of their most recent SF50, (Notice of Personnel Action). The SF-50 must identify the position title, series, grade, step, tenure and type of service (competitive or excepted). In some cases, more than one Sf-50 may be required to show a higher grade previously held.-This position is in the Competitive service. Time-in-Grade Restriction: Applicants who are current Federal employees and have held a GS grade any time in the past 52 weeks must also met time-in-grade requirements. The grade may have been in any occupation but must have been held in the Federal service. Interchange Agreements with Other Merit Systems: Employees who occupy medical or medical-related positions and were appointed under 38 U.S.C. 4701(1) or (3) formerly 38 U.S.C. 4104(1) and (3) must be serving in a full-time position without time limit and have served continuously for at least one year in this other merit system to be eligible to convert to the Title 5 System. Some exceptions to this rule may apply if you have previously acquired tenure under a Title 5 appointment. Veteran's preference does not apply for other current permanent Federal agency employees.

Qualifications

To qualify for this position, applicants must meet all requirements by the closing date of this announcement, 11/03/2023. Time-In-Grade Requirement: Applicants who are current Federal employees and have held a GS grade any time in the past 52 weeks must also meet time-in-grade requirements by the closing date of this announcement. For a GS-7 position you must have served 52 weeks at the GS-6. The grade may have been in any occupation, but must have been held in the Federal service. An SF-50 that shows your time-in-grade eligibility must be submitted with your application materials. If the most recent SF-50 has an effective date within the past year, it may not clearly demonstrate you possess one-year time-in-grade, as required by the announcement. In this instance, you must provide an additional SF-50 that clearly demonstrates one-year time-in-grade. Note: Time-In-Grade requirements also apply to former Federal employees applying for reinstatement as well as current employees applying for Veterans Employment Opportunities Act of 1998 (VEOA) appointment. Preferred Experience: Good verbal, written communication, and presentation skills to work with customers. Must have computer skills and knowledge of Microsoft Office specially excel.You may qualify based on your experience as described below: Specialized Experience: You must have one year of specialized experience equivalent to at least the next lower grade GS-6 in the normal line of progression for the occupation in the organization. Examples of specialized experience would typically include, but are not limited to: Required knowledge of computer proficiency for entering data, processing payments, ensuring the correct pay for all employees; having excellent organizational and analytical skills, attention to detail; and basic knowledge of payroll duties (e.g., processing pay, leave, benefit requests, etc.). You will receive credit for all qualifying experience, including volunteer experience. Note: A full year of work is considered to be 35-40 hours of work per week. Part-time experience will be credited on the basis of time actually spent in appropriate activities. Applicants wishing to receive credit for such experience must indicate clearly the nature of their duties and responsibilities in each position and the number of hours a week spent in such employment. Physical Requirements: The work is primarily performed while sitting, but requires some walking, standing, carrying light objects, and occasionally driving an automobile.
