This position is located at Bureau of the Fiscal Service, Administrative Resource Center, Travel Services Division. As a Program Analyst, you will serve as technical advisor to the Branch Manager and other management officials on matters that involve our customers, federal travel and the composition, requirements, and operation of related travel systems.
Duties
As a Program Analyst, you will:
Conduct and/or coordinate a variety of projects to improve the effectiveness and efficiency of programmatic administrative and operational policies and procedures related to the mission of the organization. Develop and coordinate new and/or revised policies and management methods for the Branch Manager and Senior Management review/consideration and evaluates program administration and achievement of management objectives to ensure compliance with pertinent regulations and policy guidance.
Study, evaluate, and provide policy and procedural recommendations concerning internal administrative operations, organizational structures, and management initiatives related to the ARP.
Lead, coordinate, and assist in the planning phase and implementation of ETSNext. Oversee the solicitation, integration requirements, security, governance, gap analysis, and other objectives and efforts in conjunction with the Branch Manager to ensure that they are consistent with Treasury's policy and FS operating policies and priorities.

The experience may have been gained in either the public, private sector or volunteer service. One year of experience refers to full-time work; part-time work is considered on a prorated basis. Specialized experience: For the GS-13, you must have one year of specialized experience at a level of difficulty and responsibility equivalent to the GS-12 grade level in the Federal service, which has equipped you with the particular knowledge, skills, and abilities to successfully perform the duties of the position. Specialized experience for this position includes all of the following:
- Conducting a variety of projects to improve the effectiveness and efficiency of a program; AND
- Participating on project teams to accomplish programmatic goals; AND
- Experience working with Coronavirus Aid Relief and Economic Security Act (CARES) Act or American Rescue Plan (ARP) Programs, and various Government related travel systems.
In addition to the above requirements, you must meet the following time-in-grade requirement, if applicable:
For the GS-13, you must have been at the GS-12 level for 52 weeks.
