About the Position: This position serves as the project manager for all installation repair projects and various other specifically funded improvement projects administered by the organization.
Duties
Establishes internal controls and audit programs for all special project aspects to ensure that all personnel and dollars are used effectively and efficiently.
Makes evaluative analyses of projects including objectives, policies, work operations and progress, resources estimates and utilization, intra- and inter- project balances and other related matters.
Identifies actual or potential problem areas, trends, significant accomplishments, areas of imbalance, or similar factors involved.
Prepares, alters, and revises project records and provides formal periodical status reports.
Serves as financial advisor for directorate in all matters concerning funding, proper charging of expenditures, funding limitations, and all phases of budget planning and preparation.
Prepares data summaries for routine documents and special reports. Develops data required to complete various technical reports for submission to headquarters.

In order to qualify, you must meet the education and/or experience requirements described below. Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student; social). You will receive credit for all qualifying experience, including volunteer experience. Specialized Experience: One year of specialized experience which includes experience planning, coordinating, and carrying out sizable projects with high visibility and interest; researching and interpreting regulations; assessing the productivity, effectiveness, and efficiency of operations; developing solutions to problems that arise; gathering information to identify and analyze issues, assessing unusual conditions; and interpreting data and developing recommendations to resolve substantive problems of effectiveness and efficiency of work operation.
This definition of specialized experience is typical of work performed at the second lower grade/level position in the federal service (GS-09).

Education: Ph.D or equivalent doctoral degree or 3 full years of progressively higher level graduate education leading to such a degree or LL.M. in any major field of study which demonstrates the knowledge, skills, and abilities necessary to do the work of the position.

Combination of Education and Experience: A combination of education and experience may be used to qualify for this position as long as the computed percentage of the requirements is at least 100%. To compute the percentage of the requirements, divide your total months of experience by 12. Then divide the total number of completed graduate semester hours (or equivalent) beyond the second year (total graduate semester hours minus 36) by 18. Add the two percentages.
