The primary purpose of this position is to manage a diverse safety and occupational health program involving diverse aviation, industrial safety, occupational activities, and provide advisory safety services.

Duties

Develops and administers the Safety & Occupational Health program. Reviews purchase request, statements of work, performance work statements, accident prevention plans, and site safety and health plans for inclusion of safety and health requirements Performs and assists in accident investigations, prepares formal reports, and maintains records. Reviews engineering plans and drawings for new building construction, alterations and renovations Provides safety advisory services to the commander, directors, division chiefs, and supervisors on technical directives, safety criteria, and operational techniques. Performs planning and scheduling safety education programs.

Qualifications

Experience requirements are described in the Office of Personnel Management (OPM) Qualification Standards for General Schedule Positions, Administrative and Management Positions. Due to the use of 120-day rosters, this period of experience may be completed within 120 days of the closing date of this announcement. BASIC REQUIREMENT OR INDIVIDUAL OCCUPATIONAL REQUIREMENT: Undergraduate and Graduate Education: Major study -- safety or occupational health fields (safety, occupational health, industrial hygiene), or degree in other related fields that included or was supplemented by at least 24 semester hours of study from among the following (or closely related) disciplines: safety, occupational health, industrial hygiene, occupational medicine, toxicology, public health, mathematics, physics, chemistry, biological sciences, engineering, and industrial psychology. or Specialized Experience (for positions above GS-5): Experience in or related to safety and occupational health that provided the specific knowledge, skills, and abilities to perform successfully the duties of the position. Examples of qualifying specialized experience include: Managing safety or occupational health program elements. Developing and recommending safety and occupational health policy to higher levels of management. Applying safety and occupational health laws, regulations, principles, theories, practices, and procedures to advise on or resolve technical matters dealing with occupational safety and health requirements. Developing safety and occupational health standards, regulations, practices, and procedures to eliminate or control potential hazards. Developing or implementing programs to reduce the frequency, severity, and cost of accidents and occupational illnesses. Analyzing or evaluating new and existing jobs, processes, products, or other systems to determine the existence, severity, probability, and outcome of hazards. Designing or modifying workplaces, processes, products, or other systems to control or eliminate hazards. Inspecting or surveying workplaces, processes, products, or other systems for compliance with established safety and occupational health policies or standards and to identify potential new hazards. Training of workers, supervisors, managers, or other safety and occupational health personnel in safety or occupational health subjects. Work in occupational fields such as industrial hygienist, safety engineer, fire prevention engineer, health physicist, and occupational health nurse. or Certificates Certification as a Certified Safety Professional (CSP), Certified Industrial Hygienist (CIH), or Certified Health Physicist (CHP), or similar certification that included successful completion of a written examination meets the requirements for GS-5. Applicants may also qualify for higher grade levels based on their education and/or experience. In addition to meeting the basic requirement above, to qualify for this position you must also meet the qualification requirements listed below: GS-11 SPECIALIZED EXPERIENCE: Applicants must have at least one year (52 weeks) of specialized experience at the next lower grade GS-9, or equivalent in other pay systems. Examples of specialized experience includes managing safety or occupational health program elements; developing and recommending safety and occupational health policy to higher levels of management. NOTE: Due to the use of 120-day rosters, this period of experience may be completed within 120 days of the closing date of this announcement. OR EDUCATION: Applicant must have a Ph.D. or equivalent doctoral degree, or 3 full years of progressively higher level graduate education leading to such a degree, or LL.M., if related, with a major study in safety or occupational health fields (safety, occupational health, industrial hygiene), or other related fields that included or was supplemented by at least 24 semester hours of study from among the following (or closely related) disciplines: safety, occupational health, industrial hygiene, occupational medicine, toxicology, public health, mathematics, physics, chemistry, biological sciences, engineering, and industrial psychology. OR COMBINATION OF EXPERIENCE AND EDUCATION: Applicant must have equivalent combinations of successfully completed a master's or equivalent graduate degree, or two full years of progressively higher-level graduate education leading to such a degree, or LL.B. or J.D., if related, in a field of study as listed in B above, and specialized experience directly related to the work of the position as outlined above that meets the requirements of the position. GS-12 SPECIALIZED EXPERIENCE: Applicants must have at least one year (52 weeks), or will have one year within 120 days of closing of this announcement, of specialized experience at the next lower grade (GS-11), or equivalent in other pay systems. Creditable specialized experience includes analyzing or evaluating new and existing jobs, processes, products, or other systems to determine the existence, severity, probability, and outcome of hazards; designing or modifying workplaces, processes, products, or other systems to control or eliminate hazards; inspecting or surveying workplaces, processes, products, or other systems for compliance with established safety and occupational health policies or standards and to identify potential new hazards. FEDERAL TIME-IN-GRADE (TIG) REQUIREMENT FOR GENERAL SCHEDULE (GS) POSITIONS: Merit promotion applicants must meet applicable time-in-­grade requirements to be considered eligible. One year at the GS-09 level is required to meet the time-in-grade requirements for the GS-11 level. TIG applies if you are in a current GS position or held a GS position within the previous 52 weeks. KNOWLEDGE, SKILLS AND ABILITIES (KSAs): Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas: Comprehensive knowledge of regulations, standards, procedures, methods, and techniques applicable to a broad range of safety and occupational health duties in identifying, evaluating, and controlling a wide variety of industrial hazards (safety, chemical, physical, biological, work organization, and ergonomic), related to the maintenance, repair, and overhaul of aircraft and components. Knowledge and skill sufficient to perform root cause analysis; cause and effect analysis; failure mode and effect analysis; and fault tree analysis tools in determining root cause of management deficiencies, accidents, and safety violations. Practical knowledge of occupational factors sufficient to evaluate the relationship of an individual to the working environment and to motivate the employee to perform work in a safe manner. Knowledge of Occupational Safety and Health Administration (OSHA) General Industry and Construction Industry Regulations and Standards sufficient to evaluate proposed new construction, modification, or renovation projects against established safety criteria to identify omissions and potential hazards. Knowledge and skill to analyze new equipment, processes, or operations to identify potential hazards and develop incoordination with the affected supervisor safety protocols, methods, and procedures to mitigate the risk of accidents. Skill in recognizing hazardous or potentially hazardous conditions, developing measures to eliminate or control these conditions and effectively communicating the appropriate measures needed to resolve the issues identified to affected personnel.

Education

PART-TIME OR UNPAID EXPERIENCE: Credit will be given for appropriate unpaid and or part-time work. You must clearly identify the duties and responsibilities in each position held and the total number of hours per week.
