This position is located within the U.S. Department of Agriculture, in Office of the Chief Economist, Office of Pest Management Policy (OPMP). The mission of the OPMP is to: 1) integrate and coordinate the pest management efforts of the Department; 2) provide data and analyses to the Environmental Protection Agency (EPA) to better inform pesticide regulatory decisions; and 3) provide a Departmental focal point for farmers, grower organization.

Duties

Incumbent plays leading role in directing, coordinating, and articulating the pest management national policies and decisions for USDA programs. As a subject matter expert, serves as Executive Secretary of USDA's Biotechnology Coordinating Committee (BCC). In consultation with BCC co-chairs, develops meeting agendas. Acts as a contact point for biotechnology information with industry, non-governmental organization??, other Federal and· State government agencies, farmers, and others. As a subject matter expert, serves as Executive Secretary of USDA's Biotechnology Coordinating Committee (BCC). In consultation with BCC co-chairs, develops meeting agendas. Frequently works with representatives from other government agencies on domestic and international biotechnology policy-related matters. Other duties may be assigned.

Requirements

Qualifications

Applicants must meet all qualifications and eligibility requirements by the closing date of the announcement including specialized experience and education, as defined below. Basic Requirement: This position requires applicants to meet basic requirements in addition to at least one year of specialized experience in order to be found minimally qualified. Applicants MUST meet the following occupational series basic requirement. General Natural Resources Management and Biological Sciences Series, 0401Degree: biological sciences, agriculture, natural resource management, chemistry, or related disciplines appropriate to the position. -OR-Combination of education and experience: courses equivalent to a major, as shown above, plus appropriate experience or additional education. Specialized experience: In addition to meeting the Basic Requirement as shown above, applicants must also meet the Specialized Experience requirements as shown below. If qualifying based on experience, your application or resume must clearly show that you possess the specialized experience requirements. GS-15: Qualifying experience for GS-15 includes one year of specialized experience comparable to GS-14 which is directly related to the work of this position, and which has equipped the applicant with the knowledge, skills, and abilities to perform successfully the duties of the position: For this position, specialized experience is experience developing, coordinating and implementing biotechnology policy related to pest management/pesticides; serving as an agency/organization representative with internal and external stakeholders to coordinate and discuss biotechnology-related matters and activities; and preparing briefing materials on international or domestic biotechnology policy issues for use by senior officials. (Note: This experience must be demonstrated on your resume/supporting documents).

Education

All applicants must meet the basic requirement for the General Natural Resources Management and Biological Sciences Series, 0401 as outlined in the above Qualifications section.
