The primary purpose of this position is to provide packing and repacking support in the preparation of items and equipment for storage and shipment via various modes of transportation.

Duties

- Performs a wide variety of standard and specialized preservations and/or packing and repacking work. Uses various protective/cushioning techniques for custom packing of a variety of items including hazardous materials to ensure safe and damage free movement. - Packs and accomplishes certification of all types of hazardous cargo in accordance with federal regulations. - Uses and maintains various types of equipment, such as packaging and preservations equipment, heat sealers, shrink wrapper, and stapling machine. - Plans, constructs and repairs a full range of standardized shipping and similar items. - Performs duties and operates equipment in a safe manner, utilizing safety practices and procedures, and complying with established safety rules and regulations. - Operates one or more electric, LPG, or diesel powered forklift trucks which are capable of lifting loads of up to 10,000 pounds as high as 168 inches to facilitate loading and unloading duties.

Qualifications

In order to qualify, you must meet the quality level of experience requirements described in the Office of Personnel Management (OPM) Qualification Standards Handbook X-118C. QUALIFICATIONS: Applicants will be rated in accordance with the OPM Qualification Standard Handbook X-118C for the WG-7000 Packing and Processing Group. Although a specific length of time and experience is not required for most blue-collar positions, you must meet any screen-out element listed, and show through experience and training that you possess the quality level of knowledge and skill necessary to perform the duties of the position at the level for which you are applying. Qualification requirements emphasis is on the quality of experience, not necessarily the length of time. The screen out element for this position is ability to do the work of a PACKER (FORK LIFT OPERATOR) without more than normal supervision. JOB ELEMENTS: Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas: I. Knowledge of a variety of standard and specialized preservation, packing, processing methods and techniques; packing containers; protective devices; and cushioning, packing, and preservation materials. 2. Knowledge of safety regulations, practices, and procedures. 3. Knowledge of various properties and characteristics of a wide variety of wood and wood products. 4. Skill in the use of packaging and preservation equipment, preservatives, and specialized processes including heat sealers, shrink wraps, foam-in-place packaging, electro-sensitive discharge materials handling, and sensitive/classified material handling as well as desiccants, preservative oils, and cleaning solvents. 5. Skill in the use of manual or computerized equipment to access regulatory and shipping databases for instructions regarding packing, shipping, and labeling of national and international shipments. 6. Skill and dexterity to safely operate hand lifts, pallet jacks, dollies, and warehouse platform lifts. Skill in using woodworking machinery, hand power tools and related handcrafting equipment. Ability to read and interpret blueprints, technical orders and sketches. Ability to interpret and apply hazardous cargo shipping instructions. Ability to operate a forklift and to interpret instructions, specifications, etc. related to motor vehicle operation and preventive maintenance. Physical Effort: Work is performed on hard surfaces and in areas that frequently require incumbent to stand, stoop, bend, and work in tiring and uncomfortable positions. Requires frequent lifting and carrying of parts, equipment, and packed containers that weigh up to 70 pounds. Working Conditions: Work is typically done inside in well lighted, heated, and ventilated areas, but the incumbent may occasionally work outside. Work is sometimes dusty, dirty, greasy, and poorly lighted. Frequently exposed to the possibility of cuts, scrapes, or other injuries when using hand tools and powered tools. May be exposed to noxious fumes, skin irritants, and flammable chemicals as a result of working with packing foams, various types of preservatives, or other hazards from hazardous cargo. PART-TIME OR UNPAID EXPERIENCE: Credit will be given for appropriate unpaid and or part-time work. You must clearly identify the duties and responsibilities in each position held and the total number of hours per week. VOLUNTEER WORK EXPERIENCE: Refers to paid and unpaid experience, including volunteer work done through National Service Programs (i.e., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student and social). Volunteer work helps build critical competencies, knowledge and skills that can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
