You will serve as an ADMINISTRATIVE/TECHNICAL SPECIALIST in the BUSINESS OPERATIONS DIVISION, COMMAND PORTFOLIO DIRECTORATE of NAVAL SURFACE WARFARE CENTER PORT HUENEME DIVISION.

Duties

You will serve as the Lead Administrative Officer for the Portfolio Department, Administrative Office. You will develop, analyze, and review organization plans (e.g. functional statements, staffing plans, outyear requirements, organization charts, etc.). You will coordinate the execution of employee development plans with management and monitor incentive award programs to ensure compliance with allocations. You will analyze data, represent information in charts, write analyses of trends and findings, and present the data to senior management and employees. You will review, coordinate, counsel and advise management on personnel/position management for the department. You will perform analysis of prior, current, and projected obligations and expenditures from a variety of sources.

Qualifications

Your resume must demonstrate at least one year of specialized experience at or equivalent to the NT-03 (GS-09/10 equivalent) pay band in the Federal service or equivalent experience in the private or public sector. Specialized experience must demonstrate the following: conducting studies on manpower and resource levels to evaluate data and present findings to management officials. Education

In lieu of specialized experience, you may qualify with the following education or combination of both education and experience:

• Successful completion of a Ph.D. or equivalent doctoral degree; OR
• Successful completion of three full years of progressively higher level graduate education leading to a Ph.D. or equivalent degree; OR
• Successful completion of an LL.M. degree that is related to the position being filled; OR
• A combination of experience and graduate education as described above that equates to one year of experience.
