The primary purpose of this position is: To provide installation wide postal operations by processing and distributing all incoming, outgoing and intrabase official communications, as well as the safeguarding and processing of classified mail, transiting Joint Base San Antonio (JBSA) in support of the official mail cost control program.
Duties
Provides official/personal mail service in accordance with DoD 4525.6-M, DoD Postal Manual and DoD 4525.8-M, DoD Official Mail Manual; DoDI 4525.8/AF Sup 1; Official Mail and Distribution Management; and Cost Control Program.
Accountable Mail: To provide accountability and control of classified communications; to provide document security services; and to provide office automation and clerical support for the Operations Flight.
Provides expedient and complete mail like matter services sent via commercial carriers. Responsible for securely receiving, controlling and processing commercial carrier parcels (i.e. UPS and FedEx parcels).
To provide first-line defense of Mail Security for JBSA customers and serviced activities. Responsible for knowing the characteristics of suspicious mail items and the proper procedures for handling and reporting suspicious mail items to the proper authorities.
Maintains and Operates as a Unit Mail Clerk. Responsible for assigning and withdrawal of receptacles for TDY, student and permanent party postal lock boxes, changing combinations/keys, redirecting undeliverable mail.

- Must have a valid and current driver’s license in order to operate a motor vehicle to transport mail
- Must be able to obtain and maintain a secret security clearance
- A qualified typist, highly desired
- Appointment may be subject to a suitability or fitness determination, as determined by a completed background investigation
- Must not have been previously relieved for cause from duty with postal or other communications activities
- May be required to work overtime on an emergency basis
- May be required to travel by military or commercial aircraft in the performance of temporary duty or training assignments
- Must be physically capable of lifting and moving heavy items on a recurring basis for short periods
- Must be able to complete a pre-employment physical examination
- Incumbent’s normal workday consists of heavy lifting, standing, bending, reaching, or using automated systems in a warehouse like environment with occupational outside exposure
- This is a drug testing designated position. The incumbent is subject to random testing for drug use
Qualifications
In order to qualify, you must meet the specialized experience requirements described in the Office of Personnel Management (OPM) Qualification Standards for General Schedule Positions, Clerical and Administrative Support Positions.
SPECIALIZED EXPERIENCE: Applicants must have at least one (1) year of specialized experience at the next lower grade GS-05 or equivalent in other pay systems. Examples of specialized experience includes working Knowledge of U.S. Postal Service, DoD, and Air Force publications governing the control and processing of various types of mail, including special services mail in order to protect and process administrative communications for official mail (routine and accountable), parcels, domestic and international mail to ensure it is dispatched in the most cost-effective means for the joint-service customer
FEDERAL TIME-IN-GRADE (TIG) REQUIREMENT FOR GENERAL SCHEDULE (GS) POSITIONS: Merit promotion applicants must meet applicable time-in-grade requirements to be considered eligible. One year at the GS-05 level is required to meet the time-in-grade requirements for the GS-06 level. TIG applies if you are in a current GS position or held a GS position within the previous 52 weeks. NOTE: Applicants applying as VEOA candidates who are current GS civil service employees or are prior GS civil service employees within the past 52 weeks must also meet time-in-grade requirements.
KNOWLEDGE, SKILLS AND ABILITIES (KSAs): Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas:
1. Knowledge of the functions, organizational structures and locations of the units serviced in order effectively receive, organize, and deliver administrative communications in an expeditious manner.
2. Extensive knowledge of postal and agency instructions governing the receiving, controlling, transporting and processing of all classes of mail, including special services mail and commercial carrier mail like matter.
3. Knowledge of DoD, Air Force, USPS, OSHA safety and security regulations, practices, and procedures of the Postal Service Centers and the Official Mail Center regulations.
4. Ability to input data into an automated data processing system used for processing mail in order to keep track of accountable mail.
5. Knowledge of automated mail sorting equipment, mail metering systems, ad accountable mail systems in order to sort and distribute mail. Ability to communicate effectively, both orally and in writing in order to establish and maintain productive work thin the organization and to provide customer mail service and support to numerous personnel within and outside the organization.
PART-TIME OR UNPAID EXPERIENCE: Credit will be given for appropriate unpaid and or part-time work. You must clearly identify the duties and responsibilities in each position held and the total number of hours per week.
VOLUNTEER WORK EXPERIENCE: Refers to paid and unpaid experience, including volunteer work done through National Service Programs (i.e., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student and social). Volunteer work helps build critical competencies, knowledge and skills that can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
ADDITIONAL CONDITIONS OF EMPLOYMENT
The work requires substantial lifting of boxes, cartons and mail sacks, weighing up to 70 lbs., substantial standing, bending, walking and occasionally climbing one to three flights of stairs with heavy mail sacks or boxes weighing up to 70 lbs.
