You will serve as a REAL PROPERTY ACCOUNTABLE OFFICER in the Asset Management division of NAVFAC SOUTHWEST.
Salary for the GS-11: $69,301 - $90,097
Salary for the GS-12: $83,063 - $107,986
Duties
You will certify Navy Real Property Inventory is complete for annual submission.
You will maintain Real Property (e.g., land, buildings, utility systems, structures) records to reflect additions, deletions, and changes.
You will interpret instructions or regulations to determine changes in program procedures, operations, or functions.
You will discuss problems affecting tenant and landlord to ensure problems are resolved.
You will present findings on unresolved real property issues to appropriate personnel.
You will maintain Real Property data in accordance to established procedures and standards.

- This is a bargaining unit position.
- You will be required to obtain and maintain a current valid United States driver’s license.
- You will be required to obtain and maintain an interim and/or final security clearance prior to entrance on duty. Failure to obtain and maintain the required level of clearance may result in the withdrawal of a job offer or removal.
- This position is covered under the Defense Acquisition Workforce Improvement Act (DAWIA). You must be certified as a Career Field Facilities Engineering Level II. Certification is required within 24 months of appointment.
- You will be required to complete training, obtain, and maintain a government credit card for travel and travel-related purchases.
- This position may require travel from normal duty station to CONUS and OCONUS and may include remote or isolated sites. You must be able to travel on military and commercial aircraft for extended periods of time.
- You will be required to complete ethics orientation within three months of appointment and submit a Confidential Financial Disclosure Report, OGE-450, within 30 days of appointment.
Qualifications
TO QUALIFY FOR THE GS-11:
Your resume must demonstrate at least one year of specialized experience at or equivalent to the GS-09 grade level or pay band in the Federal service or equivalent experience in the private or public sector. Specialized experience must demonstrate the following: 1) Utilizing knowledge of real property management, accountability, and control procedures; 2) Applying the principles and methods of Real Property Inventory and Real Property Inventory Reporting; 3) Addressing changes to real property inventory as defined in the command Business Management Systems (BMS); and 4) Adapting, analyzing, planning, refining, modifying, and building consensus while remaining consistent with real property inventory methods and techniques. TO QUALIFY FOR THE GS-12:
Your resume must demonstrate at least one year of specialized experience at or equivalent to the GS-11 grade level or pay band in the Federal service or equivalent experience in the private or public sector. Specialized experience must demonstrate the following: 1) Applying knowledge of real property inventory, construction management, and contracting; 2) Advising management of command regulations and policies pertaining to the real property inventory reporting and host tenant relationships/responsibilities; 3) Utilizing analytical tools for analysis of facilities; and 4) utilizing decision-making principles and practices to resolve difficult and complex matters. You have successfully completed a Ph.D. or equivalent doctoral degree.
OR
You have successfully completed three full years of progressively higher level education leading to a Ph.D. or equivalent degree.

You have successfully completed an LL.M. degree that is related to the position filled.

You have a combination of experience and graduate education as described that equates to one year of experience.
