You will serve as a INDUSTRIAL PROPERTY MANAGEMENT SPECIALIST, Command Plant Clearance Officer in the Business Systems Compliance Division (420), Plant Clearance Branch (424) of SUPSHIP.
Duties
You will effect appropriate disposition of inventory reported by the contractor as excess upon contract completion, termination, issuance of change order and when property is otherwise determined to be excess.
You will disposition specialized property such as classified material, items requiring demilitarization, nuclear material, hazardous material, etc.
You will review a contractor’s disposal activities and make independent decisions, determinations and recommendations to adequacy.
You will monitor ongoing plant clearance actions to ensure delays are minimized and when necessary work with contractor to implement improvement.
You will provide guidance and assist contractor, inventory control personnel, program managers, contracting officers and other federal agencies or higher headquarters in all actions relating to the proper and timely disposal of Government property.
You will ensure timely acceptance and disposal of all excess and effect proper disposal actions.
You will also accept and reject inventory schedules, conduct physical verifications, initiate required screening, determine the method of disposition and account for all contractor inventory reported for disposition.
You will learn and utilize automated systems and different work processes and be required to adapt as processes evolve.
You will be required to use job-relevant information systems and/or software applications including word processing, spreadsheets, automated research tools and database applications.
You will evaluate the adequacy of contractor procedures for effecting property disposal actions.
You will collaborate with contractor personnel, personnel from Government procurement and logistics activities, Quality Assurance Specialists and other Government personnel.
You will confer with personnel to resolve differences in understanding plant clearance programs, plant clearance regulations, and contractual requirements.

- You will be required to successfully complete a pre-appointment physical examination.
- You will be required to obtain and maintain an interim and/or final SECRET security clearance prior to entrance on duty. Failure to obtain and maintain the required level of clearance may result in the withdrawal of a job offer or removal.
- This position is covered under the Defense Acquisition Workforce Improvement Act (DAWIA). Certification in the Acquisition Functional Area and category assigned to the position is required within established category timeframes.
- This position may require travel from normal duty station to CONUS and OCONUS and may include remote or isolated sites. You must be able to travel on military and commercial aircraft for extended periods of time.
Qualifications
Your resume must demonstrate at least one year of specialized experience at or equivalent to the GS-11 grade level or pay band in the Federal service or equivalent experience in the private or public sector. Specialized experience must demonstrate the following: monitoring contractor's property management system for adequacy, from acquisition to property closeout, developing plans, conducting or preparing audit or audit reports for an industrial property management program.
