The Deputy Chief Financial Officer, under a performance contract with the Veterans Integrated Service Network (VISN) CFO, is responsible for advising the VISN CFO, other members of the VISN management team, and those within VISN health care facilities in all aspects of fiscal management.

Duties

Financial Administration Assist the VISN CFO with the planning, direction, coordination, operation, and internal evaluation of financial activities. Makes recommendations and implements initiatives to re-engineer, share, and conserve resources to maintain an efficient health care system. Assumes a lead role in analyzing and exploring means of reducing costs including participation in performance improvement activities and committees. Provides advice, coordination, support and oversight concerning accounting, agent cashier, voucher examiner, MCCF accounts receivable, payment and internal auditing activities local to and managed at V17 health care systems. Conducts and participates in operational reviews of VISN 17 health care systems. Works with VISN financial staff to assure sound fiscal practices and performance. Ensures compliance with all Federal, Departmental, and VHA financial policies, regulations, and procedures. Identifies policies and procedures that require change or improvement, provides analysis, and initiates recommendations to achieve desired result. Financial Analysis Reviews and coordinates financial projections and forecasting to provide advice, recommendations, and support for the execution of VISN 17's financial and budgetary plans. Develops plans, reports, recommendations and justifications that are based on effective controls and realistic projections. Consistently strives, through planning and conducting studies, to achieve financial goals to demonstrate values for resources expended. Assimilates information from budgetary and accounting data systems to trend financial performance and perform cost effectiveness studies. Prepares and analysis VISN 17's Annual Operating Report and Management Operations Report along with other financial/management reports. Performs complex analytical studies, financial analyses, program planning, and outcomes evaluations. Analyzes and trends financial data to identify potential problem areas, provides objective assessments, prioritizes issues, and takes appropriate actions ensuring key issues are reported to senior executives. Qualifications

To qualify for this position, applicants must meet all requirements by the closing date of this announcement, 10/27/2023. Time-In-Grade Requirement: Applicants who are current Federal employees and have held a GS grade any time in the past 52 weeks must also meet time-in-grade requirements by the closing date of this announcement. For a GS-14 position you must have served 52 weeks at the GS-13. The grade may have been in any occupation, but must have been held in the Federal service. An SF-50 that shows your time-in-grade eligibility must be submitted with your application materials. If the most recent SF-50 has an effective date within the past year, it may not clearly demonstrate you possess one-year time-in-grade, as required by the announcement. In this instance, you must provide an additional SF-50 that clearly demonstrates one-year time-in-grade. Note: Time-In-Grade requirements also apply to former Federal employees applying for reinstatement as well as current employees applying for Veterans Employment Opportunities Act of 1998 (VEOA) appointment. You may qualify based on your experience as described below: Specialized Experience: You must have one year of specialized experience equivalent to at least the next lower grade GS-13 in the normal line of progression for the occupation in the organization. Examples of specialized experience would typically include, but are not limited to: Skill and ability to evaluate financial resources and ensure proper, efficient, and effective utilization of funds and revenue; Ensures financial resources are utilized to provide high quality Veteran care consistent with community and national standards and industry best practices; Professional knowledge of financial planning and forecasting techniques necessary to evaluate financial situations and outcomes and provide evidence-based and justifiable financial expertise to executive and program managers; Knowledge of VA policies and procedures governing fiscal operations for health care facilities as well as administrative laws, policies, regulations, and precedents applicable to V17 health care programs and operations to include budgeting, accounting, payroll, auditing, travel, alternative revenue and sharing agreements. You will be rated on the following Competencies for this position: Administration and Management Customer Service Accounting Operations Leadership Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religions; spiritual; community; student; social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience. Note: A full year of work is considered to be 35-40 hours of work per week. Part-time experience will be credited on the basis of time actually spent in appropriate activities. Applicants wishing to receive credit for such experience must indicate clearly the nature of their duties and responsibilities in each position and the number of hours a week spent in such employment. Physical Requirements: The work is sedentary. Some work may require movement between offices, hospitals, warehouses, and similar areas for meetings and to conduct work. Work may also require walking/standing, in conjunctions with travel to and attendance at meetings and/or conferences away from the work site.
