The Registered Nurse - CLC Programs for Excellence(PFE) Clinical Nurse Educator position is with the Central Texas Veterans Health Care System with a duty location in Waco, TX.
Duties
CTVHCS is in the process of making a cultural change, shifting from a disease-focused approach to a health and wellbeing approach, in order to implement the Whole Health System of Care. This is a VA-wide initiative to provide a comprehensive and systematic approach to improve healthcare delivery at all stages of Veteran care. This entails moving from an episodic, "siloed" approach to an interdisciplinary, holistic approach, emphasizing self-care in the larger context of well-being. All staff in this facility will be part of this process, shifting the focus from the question, "What's the matter with you?" to the question, "What matters to you, and how can we help you live your best life?" This strategy also involves integrating a full range of conventional approaches with Complementary and Integrative Health (CIH) approaches in order to optimize lifelong health and well-being, as defined by the Veteran, rather than narrowly focusing on disease management.
The Community Living Center (CLC) Programs for Excellence Clinical Nurse Educator functions as an educator, consultant, facilitator, change agent, leader, and researcher by providing didactic and clinical instruction, and expertise based on the nursing process; knowledge, skills, and abilities (KSAs) of the position; Centers for Medicare and Medicaid Services (CMS) Long-Term Care Regulations; and CTVHCS policies and procedures. The CLC Clinical Nurse Educator functions as an internal consultant in evaluating programs, resources, and services. Initiates and maintains databases, prepares reports, and works collaboratively with others to assess variances and project needs. Facilitates recommendations for systems and/or resource changes that will serve to improve patient care, the work force and resource utilization. Forecasts needs and trends in the VA and in the community.
In conjunction with evidence-based nursing practice, each supports the development and education of the frontline nursing staff and fosters empowerment through knowledge to achieve excellence. This occurs through the facilitation of the educational process through assessment, development, planning, implementation, and evaluation of competency assessment, continuing education, and leadership development. In addition, as a role model of professional behavior, the incumbent is instrumental in creating a professional nursing climate to meet the needs of the diverse patient population. The CLC Clinical Nurse Educator also initiates and/or participates with project/quality improvement activities using evidence-based standards to develop standardized and efficient processes within the CLC. This may include audits/data collection, deep dives, and participation in other activities that impact the overall Programs for Excellence team, the Community Living Center, and/or the Veterans residing there.

Qualifications
Applicants pending the completion of educational or certification/licensure requirements may be referred and tentatively selected but may not be hired until all requirements are met. Basic Requirements:
United States Citizenship: Non-citizens may only be appointed when it is not possible to recruit qualified citizens in accordance with VA Policy.
English Language Proficiency. In accordance with 38 U.S.C. 7402(d), no person shall serve in direct patient care positions unless they are proficient in basic written and spoken English.
Graduate of a school of professional nursing approved by one of the following accrediting bodies at the time the program was completed by the applicant: The Accreditation Commission for Education in Nursing (ACEN) or The Commission on Collegiate Nursing Education (CCNE). The approving official may authorize a waiver of the requirement for ACEN or CCNE accreditation of any degree in nursing provided the college or university has regional accreditation from an accrediting body recognized by the Department of Education at the time of the candidate's graduation and the composite qualifications of the applicant warrant such consideration. In cases of graduates of foreign schools of professional nursing, possession of current, full, active and unrestricted registration will meet the requirement of graduation from an approved school of professional nursing. OR The completion of coursework equivalent to a nursing degree in a MSN Bridge Program that qualifies for professional nursing registration constitutes the completion of an approved course of study of professional nursing. Students should submit the certificate of professional nursing to sit for the NCLEX to the VA along with a copy of the MSN transcript. (Reference VA Handbook 5005, Appendix G6) OR In cases of graduates of foreign schools of professional nursing, possession of a current, full, active and unrestricted registration will meet the requirement for graduation from an approved school of professional nursing.
Current, full, active, and unrestricted registration as a graduate professional nurse in a State, Territory or Commonwealth (i.e., Puerto Rico) of the United States, or the District of Columbia.
