This position is located with the Bureau of Indian Affairs, Southern Plains Region, Office of the Regional Director,, Natural Resources in Anadarko, Oklahoma.

NOTE:
TRAVEL AND RELOCATION EXPENSES WILL NOT BE AUTHORIZED. ANY RELOCATION EXPENSES ASSOCIATED WITH REPORTING FOR DUTY WILL BE THE RESPONSIBILITY OF THE SELECTED EMPLOYEE.
Duties
Serve on multiple interdisciplinary teams to conduct National Environmental Protection Act (NEPA) analysis which require collaboration with personnel inside and outside of the agency, state and local agencies, private organizations, and other expert personnel.
Present cartographic materials to aid in preparation of fire management projects, environmental and social assessments, environmental impact statements and other natural resource projects.
Prepare environmental compliance documentation for all forestry and fire management planning, including utilizing USFWS IPaC (Information for Planning and Consultation) to determine threatened or endangered species protection and consultation requirements.
Enter basic NEPA data and Initiating request for categorical exclusion (CE) with supporting documentation into the BIA-NEPA tracker database.
Operate complex computer systems and software including Arc GIS, Arc GIS Pro, Arc GIS Collector, Arc Online, InFORM-Fire Reporting, Fuels Treatment Effectiveness Monitoring (FTEM), to produce detailed maps and graphics to complete natural resource planning, implementation and review of projects.
Gather and submit technical project documentation into NEPA Tracker 2.0 for Categorical Exclusion clearance.

Qualifications
EXPERIENCE AND EDUCATION REQUIREMENTS: (OPM Operating Manual, Qualification Standards for Professional and Scientific Positions, and Individual Occupational Requirements for GS-0401; General Biological Science Series).
BASIC REQUIREMENTS FOR ALL GRADES:
A. Degree: biological sciences, agriculture, natural resource management, chemistry, or related disciplines appropriate for the position.
OR
B. Combination of education and experience-Courses equivalent to a major, as shown in A above, plus appropriate experience or additional education.
ADDITIONAL EXPERIENCE REQUIRED: In addition to meeting the basic entry level qualification requirements, applicants must have the following:
SPECIALIZED EXPERIENCE GS-11: I have at least 1 year of full-time specialized experience or the equivalent, comparable to at least the GS-09 in the Federal Service (obtained in either the public or private sector). This experience includes environmental review under the National Environmental Policy Act (NEPA); preparation of technical documentation for environmental laws and regulations, as those relate to historic preservation, threatened and endangered species, water quality, air quality, emerging environmental consideration such as energy efficiency and renewable energy; concepts, principles and theories of fire management and experience utilizing Geographic Information System (GIS) to capture, manipulate, analyze, manage, and present geographic data.
OR
3 years of progressively higher-level graduate education leading to a Ph.D. degree ORPh.D. OR equivalent doctoral degree.
Specialized Experience: Experience that equipped the applicant with the particular knowledge, skills, and abilities to perform successfully the duties of the position, and that is typically in or related to the work of the position to be filled.
Graduate Education: One year of full-time graduate education is considered to be the number of credit hours that the school attended has determined to represent 1 year of full-time study. If that number cannot be obtained from the school, 18 semester hours should be considered an academic year of graduate study. Part-time graduate education is creditable in accordance with its relationship to a year of full-time study at the school attended.
