There is an immediate opening for a Associate Chief Nurse in the Office of Quality Management and Safety at Clement J. Zablocki VA Medical Center. This position is organizationally aligned under the Executive Director through the Nurse IV Chief/Office of Quality Management and Safety at Clement J. Zablocki.

Duties

The primary purpose of the Associate Chief Nurse is to be responsible and accountable for supporting excellence in the delivery of healthcare services, often through ensuring compliance with the Medical Center / VISN mission and nationally recognized standards. The Associate Chief Nurse supports a variety of functions led by the OQM&S Department including Infection Control, Performance Improvement / Quality Management, Accreditation / External Review, Patient Safety, Risk Management, Data Management, and the (administrative) support staff. The Associate Chief Nurse demonstrates leadership that is characterized by substantial and continuous responsibility and accountability for consultation that crosses service and/or discipline lines. The Associate Chief Nurse works in the areas of responsibility assigned by the supervising Chief and functions as the Acting Manager as needed. MAJOR DUTIES Staff Supervision. The Associate Chief Nurse possesses the knowledge, skills and experience needed to effectively supervise assigned members of the Office of Quality Management and Safety, collaborates with the OQM&S Chief to ensure efficient / effective management of all department personnel. The OQM&S Associate Chief Nurse includes but is not limited to project management. Examples include support of survey readiness, developing teams and action plans for gaps, coordinating data collection for external reviews, oversighting the annual Infection Control Risk Assessment / Evaluation / Annual Plan, developing plans to address any new or evolving standards in areas of responsibility, coordinate OQM&S's participation in Medical Center activities such as New Employee Orientation, New Supervisor Orientation, annual review / editing of the Mandatory Training booklet, policy management, maintenance of the OQM&S Share Point site, development of standard operating procedures, facilitation of the department's annual area specific safety training, support of events such as the PI Fair, Patient Safety Week, and assessment of learning needs. Together with the OQM&S Chief, ensures that the CBOCs, Green Bay Health Care Center and Community Homes integrated into accreditation, external review, educational opportunities, and quality management activities through collaboration. The OQM&S Associate Chief Nurse demonstrates knowledge and skill in improvement coaching, using relevant evidence/research, best practice, industry standards, regulatory requirements, benchmarking, staff/subject matter expert feedback, and other authoritative sources and techniques. The OQM&S Associate Chief Nurse promotes excellence in the Medical Center's Programs, especially those duties assigned as primary responsibilities in the Office of Quality Management and Safety. The OQM&S Associate Chief Nurse plays a supportive role in promoting readiness for review by external parties, including but not limited to the Office of the Inspector General (OIG), The Joint Commission, The Commission on the Accreditation of Rehabilitation Facilities, the CLC Survey, The American College of Surgeons Commission on Cancer survey of the facility's Cancer Program, VACO Program Office reviews, and any other reviews assigned to the OQM&S Department. This supportive role will trigger the need to work collaboratively with a wide variety of stakeholders, subject matter experts, and other OQM&S leaders, the Associate Chief of Staff / Clinical Affairs, the OQM&S Chief, the Accreditation Specialist, the HRO Program Manager / HRO Team, and the PI Supervisor to organize and complete improvement initiatives associated with findings, action items, and deliverables, durably and to deadline. The OQM&S Associate Chief Nurse conducts medical record / case reviews efficiently and effectively for a wide variety of purposes. Applicants pending the completion of educational or certification/licensure requirements may be referred and tentatively selected but may not be hired until all requirements are met. Basic Requirements: United States Citizenship: Non-citizens may only be appointed when it is not possible to recruit qualified citizens in accordance with VA Policy. English Language Proficiency. In accordance with 38 U.S.C. 7402(d), no person shall serve in direct patient care positions unless they are proficient in basic written and spoken English. Graduate of a school of professional nursing approved by one of the following accrediting bodies at the time the program was completed by the applicant: The Accreditation Commission for Education in Nursing (ACEN) or The Commission on Collegiate Nursing Education (CCNE). The approving official may authorize a waiver of the requirement for ACEN or CCNE accreditation of any degree in nursing provided the college or university has regional accreditation from an accrediting body recognized by the Department of Education at the time of the candidate's graduation and the composite qualifications of the applicant warrant such consideration. In cases of graduates of foreign schools of professional nursing, possession of current, full, active and unrestricted registration will meet the requirement of graduation from an approved school of professional nursing. OR The completion of coursework equivalent to a nursing degree in a MSN Bridge Program that qualifies for professional nursing registration constitutes the completion of an approved course of study of professional nursing. Students should submit the certificate of professional nursing to sit for the NCLEX to the VA along with a copy of the MSN transcript. (Reference VA Handbook 5005, Appendix G6) OR In cases of graduates of foreign schools of professional nursing, possession of a current, full, active and unrestricted registration will meet the requirement for graduation from an approved school of professional nursing. Current, full, active, and unrestricted registration as a graduate professional nurse in a State, Territory or Commonwealth (i.e., Puerto Rico) of the United States, or the District of Columbia. Preferred Experience BSN, Master's degree or higher preferred Minimum of 5 years clinical experience with increasingly complex nursing practice demonstrating the ability to analyze, implement, and support health care systems; candidates with leadership experience in Quality Management, Performance Improvement, System Redesign and/or certification in Quality Management (CPHQ) are preferred Project Management experience Functional knowledge of Performance Improvement Methodologies (HCFMEA, RCA, PDSA, LEAN, etc.) Data Collection, Management, Analysis Consultation / Advice Giving Ability to demonstrate leadership in improvement initiatives with durable outcomes Demonstrates initiative, the ability to work with others, and professional judgment. Functional knowledge of regulatory / standard-setting organizations Grade Determinations: The following criteria must be met in determining the grade assignment of candidates, and if appropriate, the level within a grade: Nurse I Level I - An Associate Degree (ADN) or Diploma in Nursing, with no additional nursing practice/experience required. Nurse I Level II - An ADN or Diploma in Nursing and approximately 1 year of nursing practice/experience; OR an ADN or Diploma in Nursing and a bachelor's degree in a related field with no additional nursing practice/experience; OR a Bachelor's of Science in Nursing (BSN) with no additional nursing practice/experience. Nurse I Level III - An ADN or Diploma in Nursing and approximately 2-3 years of nursing practice/experience; OR an ADN or Diploma in Nursing and a Bachelor's degree in a related field and approximately 1-2 years of nursing practice/experience; OR a BSN with approximately 1-2 years of nursing practice/experience; OR a Master's degree in nursing (MSN) or related field with a BSN and no additional nursing practice/experience. Nurse II - A BSN with approximately 2-3 years of nursing practice/experience; OR ADN or Diploma in Nursing and a Bachelor's degree in a related field and approximately 2-3 years of nursing practice/experience; OR a Master's degree in nursing or related field with a BSN and approximately 1-2 years of nursing practice/experience; OR a Doctoral degree in nursing or meets basic requirements for appointment and has doctoral degree in a related field with no additional nursing practice/experience required. Nurse III - Master's degree in nursing or related field with BSN and approximately 2-3 years of nursing practice/experience; OR a Doctoral degree and approximately 2-3 years of nursing practice/experience. Note regarding MSN degrees: If your MSN was obtained via a Bridge Program that qualifies for professional nursing registration, a BSN is not required. Reference: VA Regulations, specifically VA Handbook 5005, Part II, Appendix G-6 Nurse Qualification Standard. This can be found in the local Human Resources Office. Physical Requirements: Walking, bending, stooping, and some lifting in the direct care of patients. There may also be extended periods of sitting.
