Pharmacist (Associate Service Chief) is in the Pharmacy Service at the VA Providence Healthcare System located in Providence, RI. This position is full time; 40 hours a week.

Duties

Pharmacist (Associate Service Chief) is a licensed pharmacist with knowledge and proficiency in Pharmacy Practice, Pharmacy Regulations, and Pharmacy Administration. The incumbent assists the Chief, Pharmacy Service in the performance of all duties and responsibilities and sharing in the responsibility for planning and directing pharmaceutical services and taking them over in the absence of the Chief, Pharmacy Service. Duties include, but not limited to: Works under a scope of practice and under the same functional statement clinical guidelines as a Clinical Pharmacy Specialist (CPS) Clinical Pharmacist Practitioner (CPP). Are required to have the same training and competencies as a CPS/CPP while serving in that capacity. Recommends patients for referral, when presenting with other medical signs and symptoms, to appropriate clinic and/or providers. Educates patients on their drug therapy with respect to compliance and dietary restrictions, heightening awareness of toxicity and interactions with other medications. Consults with prescribers on course of action when indicated. Counsel's patients and family members when needed. Serves as a drug information resource for Pharmacy Service staff and healthcare professionals in all areas of patient care in the Medical Center, answering inquiries regarding therapeutics, drug interactions, dosing, side effects, drug availability, etc. Serves and assumes the responsibilities as the Co-Chair for the P&T Committee and as a member of its associated permanent subcommittees/working groups and ad hoc subcommittees as assigned. Provides consultation and makes suggestions to aid in the selection of substitute medication when those requested are not available or when a more cost-effective approach appears appropriate. Functions as the Executive Residency Program Director, the incumbent has overall responsibility for the function of the Pharmacy Residency Program at the VA Providence Healthcare System. Serves as clinical advisor to Pharmacy Service to assist in developing, implementing, and managing programs to optimize drug therapy costs, including participation in the development of disease management programs. Effectively supports clinical pharmacy services and programs, including the operational inpatient/outpatient pharmacies which improve patient outcomes and promote cost effective drug use. Will have supervisory responsibility for pharmacy staff members designated under clinical services; CPS/CPP, residents, students, trainees, etc., and will ensure the effective utilization of all resources. May serve as Acting Chief, Pharmacy Service and assume all responsibilities related to this role. They are responsible for developing, implementing, and assessing progressive and comprehensive clinical pharmacy services. They are responsible for designing, developing, coordinating, evaluating educational programs designed to improve the quality of pharmacy practice within the VA Providence Healthcare System. Applicants pending the completion of educational or certification/licensure requirements may be referred and tentatively selected but may not be hired until all requirements are met. Basic Requirements: United States Citizenship: Non-citizens may only be appointed when it is not possible to recruit qualified citizens in accordance with VA Policy. Education: Graduate of an Accreditation Council for Pharmacy Education (ACPE) accredited College or School of Pharmacy with a baccalaureate degree in pharmacy (BS Pharmacy) and/or a Doctor of Pharmacy (Pharm.D.) degree. Verification of approved degree programs may be obtained from the Accreditation Council for Pharmacy Education, 20 North Clark Street, Suite 2500, Chicago, Illinois 60602-5109; phone: (312) 664-3575, or through their Web site at: http://www.acpe-accredit.org/. (NOTE: Prior to 2005 ACPE accredited both baccalaureate and Doctor of Pharmacy terminal degree program. Today the sole degree is Doctor of Pharmacy.) Graduates of foreign pharmacy degree programs meet the educational requirement if the graduate is able to provide proof of achieving the Foreign Pharmacy Graduate Examination Commission (FPGEC) Certification, which includes passing the Foreign Pharmacy Graduate Equivalency Examination (FPGEE) and the Test of English as a Foreign Language Internet-Based Test (TOEFL iBT). Licensure: Full, current and unrestricted license to practice pharmacy in a State, Territory, Commonwealth of the United States (i.e., Puerto Rico), or the District of Columbia. The pharmacist must maintain current registration if this is a requirement for maintaining full, current, and unrestricted licensure. A pharmacist who has, or has ever had, any license(s) revoked, suspended, denied, restricted, limited, or issued/placed in a probationary status may be appointed only in accordance with the provisions in VA Handbook 5005, Part II, Chapter 3, section B, paragraph 16. English Language Proficiency: Pharmacists must be proficient in spoken and written English as required by 38 U.S.C. 7402(d), and 7407(d). May qualify based on being covered by the Grandfathering Provision as described in the VA Qualification Standard for this occupation (only applicable to current VHA employees who are in this occupation and meet the criteria). Grade Determinations GS-14: In addition to the basic requirements, must have 1 year of experience equivalent to the next lower grade level (GS-13). Candidate is responsible for coordinating multiple programs in pharmacy service in a medical facility. Serves as the Acting Service Chief in the absence of the Service Chief. Develops and maintains a system of internal reviews that ensure service programs operate at a satisfactory level of performance and in compliance with regulatory and accrediting bodies. Responsible for pharmacy utilization of resources and budget. Makes selections, assigns personnel, and serves as a mentor to help employees develop their full potential. In addition, candidates must also demonstrate the following knowledge, skills and abilities: Skill in persuading others and gaining cooperation to accomplish goals. Ability to effectively communicate orally and in writing regarding complex clinical and technical issues. Skill in utilizing regulatory and quality standards to develop and implement operational programs. Skill in managing multiple and diverse people or programs. Skill in utilizing available resources to support the mission and goals of the organization. Ability to plan, organize and direct the functions of the pharmacy staff. Preferred Experience: Capable of managing multiple people and initiating, maintaining, and coordinating clinical pharmacy program(s). Preferably candidates should have a PharmD. Candidates should have extensive clinical pharmacy knowledge and have completed at least a PGY1 residency program and/or have at least 5 years experience as a clinical pharmacist practitioner of clinical pharmacy specialist. References: VA HANDBOOK 5005/55 PART II APPENDIX G15 Physical Requirements: Moderate lifting (14-44 lbs.); reaching above shoulder; moderate carrying (15-44 lbs.) use of fingers; walking (3 hours per day); standing (up to 8 hours per day); both legs required; ability for rapid mental and muscular coordination simultaneously; near vision correctable at 13" to 16"; far vision correctable in one eye to 20/20 and 20/40 in the other; ability to distinguish basic colors; hearing aid permitted.
