This National Guard position is for a Safety and Occupational Health Manager, PD Number D02462000 and is part of the 165th Airlift Wing, located in Garden City, Georgia. This is a full-time, Excepted Temporary Indefinite, dual status position which requires Georgia Air National Guard Membership. Position is Indefinite however, may convert to permanent without further competition. Area of Consideration: Open to all members of the Air Force Active Duty, Reserves and National Guard.

Duties

As a Safety and Occupational Health Manager, GS-0018-12 you will: Plan, direct, coordinate, and evaluate activities necessary to the overall management of a diverse occupational safety program. Review complex health and safety plans/programs and develop and issue instructions and procedures establishing technical and administrative safety and occupational health requirements which frequently become official policy and may impact a wide range of agency safety activities. Ensure and perform periodic inspections, assessments, evaluations, and surveys of facilities, equipment, and operations; and identify deficiencies in the program and variances to the standard(s) using a comprehensive knowledge of regulations, standards, procedures, methods, and techniques to determine compliance with safety and occupational health regulations. Evaluate a variety of complex, unconventional safety and occupational health problems or circumstances; determine risk assessment of the hazardous processes/conditions identified; and determine applicable methods and procedures for controlling or eliminating hazards. Plan alternative course of specialized action to resolve hazardous conditions and unsafe working practices, modifying and extending accepted principles and practices where available precedents are not directly applicable. Document and review inspection, assessment and evaluation findings, recommend or initiate appropriate program improvements based on findings, and prepare formal reports for dissemination to appropriate parties. Advise key commanders and managerial and executive personnel of courses of actions affecting facility operations, work processes, human-machine relationships, and environmental conditions which impact on the safety and efficiency of personnel and preservation of government property. Recommend appropriate measures to prevent unnecessary exposure and eliminate or control hazardous operating procedures. Ensure follow-up inspections are conducted and violations and hazards corrected. Plan, direct and conduct investigations and analyze of mishaps and hazardous conditions to determine origin, causes, and contributing elements and prepares written evaluation reports concerning findings and proposed recommendations. Work operations and environmental conditions involve a substantial number and diversity of hazards that include those with potential for significant severity and loss. Use the current Air Force Automated Safety (AFSAS) reporting system. Compile and analyze mishap data, identify trends, and develop comprehensive recommendations to reduce or eliminate mishaps. Reports typically contain graphs, charts, and recommendations for changes in operating procedures, regulations, and use of protective devices that affect agency activities. Prepare supplements to instructions and manuals and develop specialized local instructions defining mishap prevention programs and procedures based on interpretation and/or adaptation of higher command instructions and policies formulated by other federal government agencies. Evaluate new trends for policy development or for further inquiry and study leading to new methods for eliminating or controlling minor through extremely serious hazards to life and property. Coordinate with other installation offices regarding comprehensive occupational health matters affecting installation personnel and devises specialized operating practices involving diverse but recognized hazards. Prepare and revise localwritten procedures or abatement actions for conditions not directly addressed by existing standards or guidelines and evaluates agency-wide effect. Evaluate safety standards adopted by national safety associations, societies, or institutes; publications on work processes; and current industrial problems and modifies/adapts for local application. Make recommendations and decisions on complex policy issues that frequently become official policy and may impact a wide range of agency safety activities. Review plans and specifications for new construction, major building alterations, and/or changes in equipment and monitors project through completion to ensure compliance with safety codes and standards. Recommend design changes not included in the original plan and provides technical recommendations to eliminate or control safety hazards in the construction, repair and maintenance of installation facilities and equipment. When need arises, stop any operation that is of imminent danger to personnel or property. Develop specialized operating practices affecting construction matters associated with diverse but recognized hazards and attends pre-construction conferences to brief contractors on safety requirements. Perform other duties as assigned.

Qualifications

Military Grades: SMSGT Compatible Military Assignments: 1S091 GENERAL EXPERIENCE: Undergraduate and Graduate Education: Major study -- safety or occupational health fields (safety, occupational health, industrial hygiene), or degree in other related fields that included or was supplemented by at least 24 semester hours of study from among the following (or closely related) disciplines: safety, occupational health, industrial hygiene, occupational medicine, toxicology, public health, mathematics, physics, chemistry, biological sciences, engineering, and industrial psychology. OR Experience in scientific or technical work that provided an understanding of the basic principles and concepts of the safety and occupational health field. Creditable general experience must have demonstrated the achievement of knowledge equivalent to the education described above. SPECIALIZED EXPERIENCE: Must have at least 36 months of experience performing periodic onsite surveys, to determine compliance with applicable occupational safety standards; Preparing or revising safety instructions and guides; Advising personnel of appropriate safety and occupational health measures to control or eliminate hazardous operating processes which may cause mishaps; Investigating mishaps, obtaining statements from witnesses, and photographed mishap scenes; Recording circumstances of mishaps and extent of injuries; preparing final report(s) of findings with recommendations to correct the unsafe acts or conditions which caused injuries or property damage.

Education

Substitution of Education for Specialized Experience - Successful completion of all requirements for a master's or an equivalent degree, or two full academic years of graduate education, which is safety and occupational health management or safety engineering, industrial engineering or directly related fields such as Industrial Hygiene, Fire Prevention Engineering or Industrial Psychology. To be creditable, applicants must submit transcripts, diplomas or other forms of completion certificates to provide verification of courses.
