About the Position: This position works under the general supervision of the District Counsel as an Assistant District Counsel. Assignments could be in any number of practice areas, including contract and procurement law and litigation, labor/personnel law, civil works, real estate, environmental, tort/admiralty fiscal, etc.

Duties

Assigned responsibility for the preparation or review of extremely complex legal issues, instruments, assemblies, or the preparation of legal opinions on complex questions relating to state and federal laws and regulations, and the research. Responsibility for acting as an official legal representative of the office to which assigned in contacts with municipal, state, and federal agencies, other federal agencies, and private stakeholders. The work is characterized by difficult legal or factual questions involved because of the absence of clearly applicable precedents or it is highly arguable which precedents are applicable. Assigned cases involve extremely complex and difficult legal questions or issues involving novel questions of law and policy affecting several million dollars or more. Identify, research, and address extremely complex and difficult legal questions affecting USACE missions. Prepare legal opinions, or other legal instruments, and render advice to clients on matters which require for their solution a high order of original and creative legal endeavor in order to obtain a reasonable balance of conflicting interests. Represent the office to which assigned in meetings, negotiations, conferences, presentations, hearings, administrative litigation, or other forums, with municipal, state, other federal agencies, and private stakeholders. Renders legal advice and assistance (either oral or in writing as required) to all elements of the Command in response to inquiries on numerous types of miscellaneous problems arising from day-to-day operations. Performs legal research necessary to furnish correct solutions and to explain probable results of various alternatives that may be developed.

Requirements

• Appointment may be subject to a suitability or fitness determination, as determined by a completed background investigation.
• One year probationary period maybe required.
• This position requires you to submit a Confidential Financial Disclosure Report (OGE450) upon entry, and annually thereafter.
• Must maintain active status, in good standing, with at least one attorney licensing authority. Must provide certification of this status upon appointment and every two years thereafter.

Education: An applicant must have successfully completed a full course of study in a school of law accredited by the American Bar Association (ABA) and have the first professional law degree (LL.B. or JD.). Bar Membership: Applicant must currently be a member in good standing of the bar of a state, territory of the United States, District of Columbia, or Commonwealth of Puerto Rico. GS-13: To qualify for the GS-13 level, applicants must have two or more years of professional legal experience, acquired after being admitted to the bar, commensurate with the duties and responsibilities of the position. Only degrees from an accredited college or university recognized by the Department of Education are acceptable to meet positive education requirements.
